About this file
This bid terms and specifications document is issued by the State of Maine, Division of Purchases, for industrial gases to be supplied to all state agencies. The procurement seeks vendors to furnish a portion of the state's normal industrial gas requirements through a Master Agreement. The contract period is one year, beginning approximately May 1, 2009 and ending April 30, 2010. No specific item quantities are listed, as orders will be generated on an as-needed basis through the state's AdvantageME system or procurement card. The document does not specify a bid due date or award date. Contractors are required to conduct on-site visits with each major account holder at least once monthly, while small and infrequent users will be contacted via telephone or email to determine delivery schedules. The contract may be extended for up to two additional periods at the Director of Purchases' discretion with contractor consent.
The estimated contract value is $20,000 or more or less, dependent on actual state orders during the contract period. Pricing must remain firm throughout the contract duration, though price reductions may be implemented anytime and will apply to all subsequent shipments. All transportation charges are included in the quoted price on an F.O.B. destination basis, with the exception that contractors may charge delivery and service fees for emergency deliveries outside normal business hours and delivery dates. No hazardous material charges will be assessed to the state. The state is exempt from federal excise taxes and state sales taxes. Vendors must accept the State of Maine Procurement Card as payment with no surcharges permitted. Award will be determined by overall best value, considering bid conformity, delivery capability to all locations, pricing, product availability, training and safety, 24-hour emergency delivery capability, and customer service. The Division of Purchases reserves the right to cancel the contract with 30 days' written notice or immediately for non-conformance to contract terms.
