About this file

This is a bid instruction and specification document issued by the State of Maine Division of Purchases on behalf of the Maine Department of Transportation Motor Transport Division and all state agencies for the procurement of automotive seals. The contract is a one-year agreement with an anticipated start date of October 1, 2007, and an end date of September 30, 2008. The scope encompasses the furnishing of normal automotive seal requirements for the specified state agencies, with the understanding that products listed represent the most commonly purchased items and the contract will cover all similar products. The estimated contract value is $11,000.00, though the actual value will reflect only quantities ordered during the contract term. Deliveries must be made within seven days of order receipt, with ordering conducted on an as-needed basis via email with delivery order documentation or by procurement card.

Pricing shall be quoted on a net or discount-from-list basis, with bidders required to submit current manufacturer price lists and catalogs to which discounts apply. All quoted prices must remain firm for the full contract period and include transportation and delivery charges with F.O.B. destination terms. The state requires acceptance of Maine's Procurement Card as a payment method with no surcharges permitted regardless of payment method. All items must be first-grade domestic origin materials conforming to commercial standards and equal or superior to original manufacturer specifications. The successful bidder must maintain full-time field service personnel, supply fresh stock, and allow credit for obsolete inventory. Award will be made to the lowest qualified bidder using best value consideration. The state reserves the right to extend the contract beyond the expiration date with contractor consent and to cancel with thirty days' written notice. Bidders must indicate their willingness to extend contract pricing to Maine political subdivisions and school districts.
