JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY

GLOBAL FREIGHT MANAGEMENT (GFM)

HTC711-15-F-D018

Justification Control Number 20-22

1. CONTRACTING ACTIVITY.

United States Transportation Command, Directorate of Acquisition, IT Programs & Support Services Division (USTRANSCOM/TCAQ-D), 508 Scott Drive, Scott AFB, lL 62225

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

Surface Deployment and Distribution Command (SDDC) requires an extension to the current contract, HTC7 l l-15-F-DO 18, for continued operations in support of Global Freight Management (GFM) in system maintenance and sustainment until the follow-on task order is awarded. USTRANSCOM intends to modify the current task order to continue support under the Firm Fixed Price (FFP) Cl ins; Task I - Contract Level and Project Management and Task 2 - Sustainment.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS

(INCLUDING ESTIMATED VALUE).

GFM is the capstone automated execution system of the Defense Transportation System (DTS) for the movement of domestic and international freight shipments throughout the DoD. GFM consists of a host computer and multiple databases located in the USTRANSCOM Commercial Cloud. Users access the GFM system through the Transportation Enterprise Access Management System (TEAMS) via an Internet connection 24 hours a day, 7 days a week.

The goal of this modification is to provide continuation of service while the source selection for the competitive follow-on requirement is completed. Currently, the follow-on requirement, Request for Quote (RFQ) HTC71 l-20-Q-D009, is in it procurement process and is anticipated to be awarded prior to 30 April 2020. Additionally, due to a declared National Emergency and direction to maximize telework the anticipated award date may e at risk. Therefore, the anticipated period of performance (PoP) for this requirement is two months.

Continued Service 01 April 2020- 30 April 2020 Transition O I May 2020 - 3 l May 2020

The total estimated value for continued 2-months

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY AND

SUPPORTING RATIONALE.

In accordance FAR l 6.505(b )(2)(i)(C)_ - The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

The Follow on award is in the final stages of the procurement process. The evaluation team has been extremely diligent in their efforts, which has extended the milestones for award of the follow on effort. The Government anticipates making an award prior to 30 April 2020. It is logical to extend this task order for a maximum of sixty days in order to provide continuity of service while the pre-award actions are completed.

To avoid a break in critical services, SDDC requested a continuation of services. The continuation of services would allow for continued GFM support for 24X7 warfighter shipment, U.S. Government shipments, and DLA overseas shipments. Moreover, due to the complexities involved in a transition, switching to another contractor who could provide the same or similar services, at this time, would delay shipments within the DTS and delay future shipments. Any sort of gap in the continuity of these critical services would have a detrimental impact across the DoD and unacceptable delays in critical shipments for DoD. It is therefore necessary to provide continuous services from the incumbent contactor until a new, long-term contract is competitively awarded.

Currently, GFM is in the middle of executing a Command directed move towards Cloud Native operations. This effort requires an in depth understanding of the structure of the GFM system, which current personnel have the knowledge and understanding of GFM suite of applications.

Use of any other contractor would delay the command directive.

GFM has a key role in the executing the newly established Global Heavyweight Services (GHS) contract. The current contract that supports Air Tenders expires on 31 Mar 2020. GFM must be available for the first GHS shipment on I April 2020. Without the availability of the GFM system the start of the GHS contract would be delayed and use of any other contractor would cause inexcusable delays to the Global Heavyweight Services contract.

5. DETERMINATION BY THE CONTRACTING OFFICER THAT ANTICIPATED

COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.

In order to provide continued services, the government will continue to utilize the current task order competed under GSA's Alliant contract. The Contracting Officer will utilize various methods of price analysis such as comparison to historical pricing, commercial price list, Alliant IDIQ rates awarded and found fair & reasonable, and the Independent Government Cost Estimate. Based on this approach, the Contracting Officer anticipates that a fair and reasonable price will be obtained.

6. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.

A continuation of service is required to provide uninterrupted service while pursuing a long term task order. It would be impossible to compete a short-term continuation of service requirement and would not be practical for a new contractor to start these complex services in such a short amount chime. The continuation of service will only include support that the Program Manager/COR has determined to be critical to support the GFM system in the short term; Task I

- Contract Level and Project Management (FFP) and Task 2 - Sustainment (FFP).

7. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE EXCEPTION TO

FAIR OPPORTUNITY BEFORE A

N

Y SUBSEQUENT ACQUISITION FOR THE

SUPPLIES OR SERVICES IS MADE.

Due to the nature of service required to be performed and for the reasons outlined above, vendors are unable to be solicited from any other sources other than continuing the services under the current task order.

However, a single competitive one (1) year base period with five (5) one year options is anticipated to be awarded by 30 April 2020.

8. CONTRACTING OFFICER'S CERTIFICATION.

I certify that the justification is accurate and complete to the best of my knowledge and belief.

Date Contracting Officer

9. TECHNICAL OR REQUIREMENTS PERSONNEL CERTIFICATION.

I certify that the supporting data which form a basis for this justification are complete and accurate.
