Question(s) Response
Addendum #1 added language in S-1000 Construction Safety and Phasing Plan section 2.7
Foreign Object Debris (FOD) management stating”
b. All crossings of active airport facilities by vehicles carrying construction material shall be followed by a vacuum sweeper truck equipped with magnetic bars for FOD prevention.
c. Sweeper equipment shall be available for use at the discretion of BTR Ops and the
Owner's Program Manager.
d. Documented FOD inspections must be made by the contractor, inspector, and BTR Ops twice daily at all intersections of work areas and active airport pavements.
Please clarify if a Vacuum truck will be required to clean all crossings after every vehicle carrying construction debris is brought in and out of the site for the duration of the project. (limestone, concrete, asphalt, dirt, bedding, etc…)
Please see General Notes 2-5 on Addendum 1 - Sheet GI101 Construction
Safety Plan and Airport Safety Plan Phase 1 for this clarification. Note 4 states, "All crossings of active airport facilities by vehicles carrying construction material shall be followed by a vacuum sweeper truck equipped with magnetic bars for FOD prevention. Contractor to estimate use of a vacuum sweeper truck for the entire duration of Phase 2 which is estimated at 125 calendar days for base bid, 163 calendar days for base bid plus alt. 1, 211 calendar days for base bid plus alt. 1 plus alt. 2."
Will lime slurry be required?
Yes, lime slurry is required for dust prevention. Addendum 4 will add notes to plan sheets accordingly.
What size dowel bars will be required for type C and E joints?
Dowel bars shall be 1 inch in diameter, 18 inch in length, with a 12 inch spacing.Addendum 4 will add notes to plan sheets accordingly.
Will it be acceptable to install an asphalt treated permeable base course in lieu of a cement treated permeable base course in concrete paving areas?
No. The pavement section will remain as shown in the plans.
During the prebid meeting, it was mentioned that hydro-excavation would be required to identify
FAA lines. Please describe to what extent this will be required. For example, will it just be required where proposed drainage crosses the FAA lines?
Hydro-excavation will be required to expose FAA Cables in the presence of an FAA Resident Engineer in areas of conflict with all work activities.
Plans state: “Disposition of salvaged material shall be at an on-airport location.” T-905-5.1 also states this is to come from onsite or stockpile.
Please state if and where Topsoil and Excavation shall be stored. Also, if pavement removal is to be stockpiled on site
Please see the Contractor Access Plan Sheet GI002 and the CSPP Sheets
GI101 and GI102 that were all issued via Addendum 1. Staging, material storage, and parking areas are shown on the contractor access plan. A temporary stockpile area is shown along with notes regarding the management of that stockpile on the CSPP sheets.
Is the project being awarded on base bid or base bid + alts?
The owner will review the bids and award the base bid plus potentially any alternates based on Louisiana State Bid Laws (RS 38:2212.1.B.3) if the alternates fit within the owner’s budget constraints.
RS 38:2212.1.B.3 states, “(3) Any proposal shall include no more than three alternates. An alternate bid by any name is still an alternate.
Alternates, if accepted, shall be accepted in the order in which they are listed on the bid form. Determination of the low bidder shall be on the basis of the sum of the base bid and any alternates accepted. However, the public entity may accept alternates in any order which does not affect determination of the low bidder.”

Question(s) Response
For Addendum No. 3 Issuance
Baton Rouge Metro Airport Taxiway F Reconstruction
Bid tab structure is atypical. Components of material BOMs are broken out into separate pay items i.e. base plates, cans, frangible couplings, etc
It would be much cleaner bid and would yield more accurate estimates to have inclusive pay items such as taxiway fixture, can materials, transformer, connector kit all in a single pay item.
Will revise Taxiway lights, Runway Guard Lights and Signs into one pay item each in Addendum 4.
Counts are showing discrepancy. Quantity of 3 for primary connector kits but every light fixture and new sign will need a connector kit.
Corrected in upcoming Addendum 4.
Frangible couplings are a part of our light fixture and sign assemblies. No need to break out unless there is a spare parts requirement. Same with mounting flanges.
Included in pay item for signs. Will be revised in Addendum 4.
Bid tab calls for 5 total sign concrete foundations across the base bid and alt schedules. But the sign schedule shows 2 new signs and 11 signs to be relocated. Relocated signs will need new concrete foundation including can materials.
There are a total of 4 signs to be relocated as part of Base Bid. There is one new sign to be installed as part of Alternate Bid Item #2. The rest of the signs are not in contract at this time. The signage schedule will be updated to reflect this.
Two separate pay items for L-867D cans with covers. Assuming one pay item is for handholes and other is for junction cans- also there is about a 30% difference in the engineer pricing estimate between the two pay items despite being the same material requirement. Need separate details if the can configurations are different
The “L-867 Base Can 12" diameter X 24" deep with two 2" grommets” is for the elevated taxiway lights. The “Electrical Junction Structure, L-867D, 16" diameter, 24" deep” is the junction structure. Details are included for each on drawings E501 and E502.
Plans call out electrical demo but there is no pay item for this. ED101-ED102 L-110-5.1 includes conduit demo and installation. L-125-5.1 includes demo of existing taxiway lights and replacement.
L-108-5.2 – trenching, turf, and pavement restoration, protection of existing circuits. What pavement will need to be replaced here?
No pavement is to be cut for trenching. If any is damaged as part of this work then it must be restored.
What is required for the protection of existing circuits or can you elaborate so we know what the intent is there.
Existing underground circuits not part of this work are to be protected from damage.
L-110-5.1 – Can the 2” pvc conduit be abandoned in place? Intent is for Conduits made obsolete by this work to be demo’ed.
Will Temporary lighting be required and if so can a scope be given for this? Temporary lighting is not included.
Add 1 included a pay item for L-110-5.8 Jack and bore L-867D base can and cover. Is this just a base can? Base can only.
