Minnesota’s Commitment to Diversity and Inclusion

The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities.

Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296-2600 or go to the Office of Equity in Procurement home page, at www.mn.gov/admin/oep.

SPECIAL NOTICE: This is a request for proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.

This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.

SWIFT SUPPLIER PORTAL SECURITY CHANGES

There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.

For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

SECTION 2 – SUMMARY OF SCOPE

Procurement Overview and Goals.

The Minnesota Department of Corrections (MN DOC) is required by law to provide necessary health care to incarcerated individuals, including providing medical and mental health services to those incarcerated inside MN correctional facilities. The Minnesota Correctional Facility in Togo is a boot camp located at 62741 Co Rd. 551 Togo, MN 55723.

This contract would cover necessary emergency medical care if required. Emergency medical care for the purposes of this RFP means medical services needed when the state’s nurse practitioner is absent, or when the clinical procedures are beyond the nurse practitioner’s licensing authority. The incarcerated person would be transported to a hospital/emergency medical facility designated by the responder to receive emergency medical care.

It is the goal of this project that Minnesota Department of Corrections and a Contracted agency will provide emergency medical care and pharmaceutical dispensing to all incarcerated individuals, across the gender spectrum, adult and juvenile, residing in Minnesota Correctional Facility Togo (MCF-TOGO) or committed to the care and custody of MN

DOC.

MN DOC is not looking to supplant services currently provided by State employees.

Sample Tasks and Deliverables.

The selected vendor, upon State request, will provide licensed emergency medical care and related services as well as providing medications within the licensee authority to State referred incarcerated individuals from MCF-Togo, using compassion and respect for the incarcerated individual’s privacy and dignity. Delivery of care to MN DOC incarcerated population in a cost effective and efficient manner while being an advocate for the incarcerated individual’s health.

Emergency medical care includes, but is not limited to the following:

2.1. Emergency transportation. MN DOC shall provide all non-emergency medical transportation through a central or facility system

2.2. Emergency care

2.3. Clinical laboratory

2.4. X-ray/imaging

2.5. Pharmacy (State formulary list, if possible), including replacement of hearing aid batteries

2.6. Inpatient hospitalization and related physician fees

2.7. Inpatient Surgery

2.8. Outpatient surgeries/procedures

2.9. Obstetrics

2.10. Other medical care as deemed necessary

Uniformed correctional officers accompany incarcerated individuals for the duration of all visits to medical service providers. All incarcerated individuals wear restraints and jumpsuits during visits as determined by MN DOC policy.

Partial restraints may be removed if necessary to complete a specific procedure. In no instance are restraints removed from an incarcerated individual unless necessitated by the medical procedure, i.e., surgery and full body MRI.

Incarcerated individuals restrained by leg irons are moved within the medical facility in a wheelchair and covered by a lap blanket. Female incarcerated individuals are not to be restrained during active labor or delivery of a child unless there are documented serious security risks and the medical authority has given specific approval as well as guidance on the method of restraint. Pregnant incarcerated persons, or female incarcerated persons during the three days following delivery, are not restrained during transportation and hospitalization unless there are security reasons to do so.

Rev. July 2023 Page 6 of 12

Security staff stay in the examination room, maintaining visual contact with the incarcerated individual, but are out of hearing distance, if possible. An exception is made for female incarcerated individuals transported by male security staff.

During intimate procedures, security staff remain within hearing distance but do not have full visual contact with the incarcerated individual. Corrections officers understand the importance of, and are trained in, confidentiality. In all cases, security takes priority over confidentiality.

SECTION 3 – PROPOSAL INSTRUCTIONS AND ADDITIONAL INFORMATION

Anticipated Contract Term.

The term of this contract is anticipated to be from July 1, 2024, to June 30, 2026, with the option to extend up to an additional three years in increments determined by the State.

Question and Answer Instructions.

All questions should be submitted no later than the date and time listed in Section 1, Instructions to Responders. The State is not obligated to answer questions submitted after the question due date and time.

Only personnel listed above are authorized to discuss this solicitation with responders. Contact regarding this solicitation with any personnel not listed above could result in disqualification. This provision is not intended to prevent responders from seeking guidance from state procurement assistance programs regarding general procurement questions.

If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the solicitation, please immediately notify the contact person detailed above in writing of such error and request modification or clarification of the document.

Additional Tasks or Activities.

Responders are encouraged to propose additional tasks, activities, or goods above and beyond the scope of what is requested in this solicitation if they will substantially improve the results of this procurement. Any costs associated with these additional tasks, activities, or goods should be clearly marked and separated from costs associated with the tasks, activities, or goods specifically requested under this solicitation. Because cost is a factor in the evaluation of responses to this solicitation, failure to separate costs for additional tasks, activities, or goods may result in those costs being included in a responder's cost proposal and result in a lower cost score for that proposal.
