About this file
This is an Award Recommendation Notice issued by the Michigan Department of Treasury for RFP 200000001072 soliciting a contractor to provide Address Updating, Direct Mail, and Bulk Distribution Services. The RFP was posted on May 4, 2020, with a proposal due date of June 4, 2020. Two bidders submitted proposals: DialogDirect and Wolverine Mailing Packaging, Warehouse Inc. The contract term is three years with two one-year renewal options. The evaluation was conducted by a Joint Evaluation Committee consisting of four departmental staff members using technical evaluation criteria weighted across service capabilities (70 points), state of Michigan experience (20 points), general vendor questions (5 points), and acceptance of confidentiality and data file destruction requirements (5 points). Proposals scoring 80 or more points were eligible for price evaluation.
Wolverine Mailing Packaging, Warehouse Inc. was recommended for award at $112,903.92 for the three-year contract period, with a one-year total price of $37,634.64. The company scored 98 out of 100 technical points compared to DialogDirect's 91.5 points. Wolverine's award was based on superior technical performance, particularly relevant experience with address updating services and production capabilities necessary to meet the state's tax booklet distribution timeline, combined with competitive pricing. DialogDirect, while technically responsive with a three-year price of $112,508.34, did not demonstrate prior address updating experience and had several deficiencies including incomplete pricing submission, missing customer service and technical support numbers, and exceptions taken to production rate and liquidated damages requirements.
