Section C Statement of Work NRS Rhinelander Greenhouse Glazing Replacement Project Location:

General Statement of Work & Project Background

Statement of Work

The contractor is required to provide labor & equipment to remove the existing greenhouse glazing materials and aluminum joint caps, clean & prepare installation frames and then install new polycarbonate glazing materials, reinstall original aluminum caps on seams, and seal all exposed joints with proper sealants for water proofing.

Contractor is also required to properly dispose of the old demolished polycarbonate greenhouse glazing or other materials to be discarded from the project located at the facility listed address above.

Background /Existing Greenhouse Bays

The existing greenhouses were erected in 1996 & the polycarbonate glazing panels are now in a state of disrepair requiring removal and replacement of the main polycarbonate roof panels and the polycarbonate roof vent panels General Information

There are 3 greenhouse bays – each measuring 30 feet wide x 48 feet long.

The main roof panels appear to consist of twin- wall ½” channeled clear Exolite polycarbonate panels which are 4’ wide x 16’ long

The main roof panels on the east side of each greenhouse are 4’ wide x 12’ long with 4’ wide x 4’ long panels comprising the associated roof vent materials > all use the same clear Exolite twin-wall ½” channeled glazing materials.

Actual sizes of the existing products are to be verified by the bidders if at all possible before making submissions and bids. Descriptions and sizes listed above are offered by the government as a general description and should not be used as a verified product size description.

The existing panels were clear when installed and are now opaque from 24 years of UV light exposure & from multiple penetrations from hail and subsequent staining from dirt inside the channels.

The greenhouse bays share interior walls of clear corrugated fiberglass materials – end walls, side vents, & exterior side walls consist of the same Exolite materials as the roofs, but they will not be replaced during the course of this project.

Scope of Work:

The contractor will be required to provide all labor, materials, and equipment to remove and properly dispose of the existing glazing materials and furnish the government point of contact with a copy of the disposal slip from the landfill that the contractor uses following disposal.

Materials:

The same twin-wall ½” Exolite brand clear polycarbonate glazing can be supplied and installed by the contractor unless the contractor can provide a detailed product submittal to the government for approval as an alternative product for acceptance. Multiple polycarbonate products can be submitted to the government to include material specifications and differences in cost based on installed per square foot price. The government requires pre-acceptance of products to be completed before purchase of materials by the contractor and subsequent installation.

The government may schedule a pre-bid meeting in the solicitation for bids to be held at the location listed above for contractors to observe existing conditions, verify dimensions, and specifics of the materials that need to be supplied under this contract. This meeting would be listed in the advertisement for bids.

If desired, potential bidders may also request a site visit coordinated thru the local government point of contact before bidding to help clarify the requirements of this contract if they are unable to attend the scheduled government pre-bid meeting.

Methods for installing the new glazing products are required to follow greenhouse manufacturers guidelines including all facets of moving materials safely to the site, storing, handling, and installing the products, then properly reinstalling the existing extruded aluminum caps that were removed and saved for reuse during the removal portion of the existing glazing, finalized by sealing all exposed joints with certified sealants for exterior glazing installation at all seam locations allowing for expansion and contraction to prevent exterior penetration of water to the interior of the greenhouses. Glazing installation must be properly installed to allow for expansion & contraction of the panels to avoid buckling or cracking of the panels due to temperature related pressure extremes.

Execution of this contract by the successful bidder and its employees must meet the existing guidelines during the contract execution period for safely conducting all work following the newest in force Covid 19 Directives issued by the CDC for non-government construction contractors.

Coronavirus and COVID-19 safe behavioral and work practices Maximum crew size shall be six personnel, including the supervisor. Personnel changes are not authorized unless without written approval by the CO or COR. Crew shall observe recommended CDC safety and health measures including but not limited to:

· Social distancing (specifically, staying 6 feet away from others when you must go into a shared space)

· Frequently washing hands or use alcohol-based (at least 60% alcohol) hand sanitizer when soap and water are not available

· Wearing cloth face coverings

· Avoiding touching eyes, nose, and mouth

· Staying home when sick

· Cleaning and disinfecting frequently touched objects and surfaces

· Eliminating sharing of tools, or where that is not possible, minimize sharing and disinfect between exchanges.

The Government will not be responsible for providing hand washing stations and will not provide restroom facilities during the course of the project. The contractor has the responsibility for providing their employees hand washing stations or hand sanitizer products as well as porta-potty stations for personal use.

WORK SCHEDULE

Execution of the contract is expected to take place during normal business hours which are Monday thru Friday from 8:00 a.m. until 4:30 p.m. Extended hours, weekend hours, or Federal holiday hours for performance are an option, but must be pre-approved by the government Contracting Officer and local point of contact for the project.

The contractor will work directly with the local government point of contact to determine the installation schedule.

The scheduled start for the commencement of work must be approved by the government Contracting Officer & representative listed above at least 2 weeks in advance.

Additional Information

Any contract modification proposals to the initially awarded contract must be sent to the government contracting officer in written format for approval. The government may also request change orders to the contract by seeking a price proposal for the change order and the contracting officer can then issue an approval for the added services / products.

The on-site government point of contact (Contracting Officers Representative -COR) will also act as the project inspector and will record daily progress reports & will report directly to the Government Contracting Officer (CO). The COR has no authority to issue deviances from the existing contract. The COR acts as the go- between for the contractor and Contracting Officer only.

If requested by the contractor, storage space for products/ materials used during the contract can be provided in a secure building location.

Contractors will have access to electrical power supplies and other utilities that may be needed during the contract.

The contractor is required to maintain the safety & security of the government facility and its’ occupants during the execution of the contract.

Any damage created by the contractor during execution of the contract to government property must be repaired to the satisfaction of the local government representative on site.
