| _7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: At this time there is no other subscription source capable of providing the specific detail useful to serve A4’s engineering purposes. The Program Manager/SME will continue to research commercial journals (and anything else) for any new resources that might become available during the performance of this contract. |
| _5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: Performed research for Federal facilities Council, Association for Facilities Engineering on www.google.com comparing supply/services for both Government and Commercial comparability components. Under NACIS, 813920, subscription/membership in the FFC guarantees any personnel within the participating agency free attendance and participation in any workshops, symposiums that engage large audiences in discussions, produce proceedings from |
conferences and workshops, white papers on policy issues of special interest, and inform by written report the consensus of committee members appointed to review/research the particular topic. The commercial industry identities focus on providing highly trained and professional people for particular jobs not advancing strategic guidance as portrayed by FFC.
During comparison, The National Academies of Sciences, Engineering, and Medicine, Division of Engineering and Physical Sciences (DEPS), Federal Facilities Council (FCC) menu links displayed a variety of options to choose. As an example: About the FFC: What we do, Who we are, FFC lead representatives, Standing Committees, DEPS- Frequently Asked Questions, and mission. Overall, the FFC under DEPS displayed shows the strategic mission in labeling and promoting technologies, processes, and better management practices/methods that enhance or prolong government federal facilities over their entire life-cycle, from pre-planned to demolition of the asset. In review of similar subscriptions the Association for Facilities Engineering (AFE), web site displayed a variety of options as well but was limited to providing professional credentialing, certifications, and specialized training for individuals within the commercial industry. AFE offers opportunities to the personnel of government agencies for a re-determined costing and annual recurring membership costs. Unfortunately, AFE’s mission focuses primarily on providing highly certified/credentialed people verses development of strategic guidance and advisement to the nation and government on scientific and technological matters. The overall costing results reflect differences in certification, credentialing, and re-curing training as compared to subscription/memberships in conjunction with commercial business verses government agencies is within acceptable level for supply.
| _4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: The Federal Facilities Council (FFC) is geared to addressing the "how to" elements of Federal Engineering concerns past, present and future. No other organization has access to the federal concerns of advancing strategic guidance as it relates to engineering matters. FCC has a library of targeted lessons learned and relevant research, much of it sensitive in nature, that other services simply do not have or have access to develop. | |
