About this file
This is Amendment #1 to a Request for Proposal (RFP 20-5396) issued by the University of Wisconsin-Madison Purchasing Services for ground coffee supply to the Wisconsin Union. The amendment, issued November 4, 2019, addresses bidder questions regarding the scope of work and was due by November 13, 2019 at 2:00 PM CST. The contract requires weekly delivery of ground coffee in pre-proportioned packages, whole bean espresso in regular and decaf varieties, and related supplies to approximately 15 University locations. The University owns all existing equipment, including approximately 86 airpots and thermal dispensers, and will provide loaner equipment to the winning bidder at no charge. Bidders are permitted to conduct site surveys at each location prior to submission. The University currently contracts with Steep & Brew and is open to alternative coffee blends, single origins, and syrup flavors beyond those listed on the cost proposal form. Proposal prices and terms must remain firm for 60 days from the proposal date to opening.
The amendment clarifies that coffee filters are not required as part of the bid, as they are supplied through the University's warehouse. Coffee filters are not considered supplies under Section 4.7. Preventive maintenance expectations are to be defined by proposers in their submissions. Bidders must submit separate proposals for each brand of coffee offered. The University expressed no preference for local roasters but stated that evaluators will score proposals based on whether they believe the proposed brand will be recognized and purchased by students, faculty, staff, and visitors. Equipment servicing costs are addressed in Section 4.6 of the RFP. By submitting a bid, vendors certify compliance with all competitive bidding requirements, non-debarment status, and absence of conflicts of interest.
