Performance Work Statement (PWS)
Pearl Harbor Naval Shipyard
And Intermediate Maintenance Facility
FARO ARMs / LINE PROBES / GAGES
WARRANTY
1. BACKGROUND:
1.1. Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a
US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US Naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to SSN 688 and 774 class submarines, surface vessels, and shore based activities in the Pacific. To accomplish some of our work, equipment capable of obtaining highly accurate measurements are required.
2. OBJECTIVE & SCOPE:
2.1. The Contractor shall supply a Manufacturer Trained Certified Technician to provide annual preventive maintenance, refurbishment, calibration, warranty and certification to performance specification, for each of the following equipment:

3. PERFORMANCE REQUIREMENTS:
3.1. Preventive Maintenance: The Contractor shall provide all management, labor, tools, materials, supplies, equipment and transportation to repair and perform preventive maintenance services:
3.2. One Year Standard Warranty to include the following:
3.2.1. Parts, labor, and return shipping charges for the Arms, Line Probes, Gage Plus and Trackers.
3.2.2. FARO’s 15 point check
3.2.3. Inspect all cables, connections, and boards
3.2.4. Upgrade to the latest engineering specifications
3.2.5. Repeated testing to demonstrate ability to consistently power up and initiate measurements properly
3.2.6. Goal is to have services completed in 7 working days for Arms, and 10 working days for Lasers and Probes from the date of receipt
3.3. Certification to include the following:
3.3.1. Cleaning the equipment
3.3.2. Replace Labels
3.3.3. Perform final interim tests and compensations
3.3.4. Perform certification tests with processes developed by FARO to verify that equipment is measuring within specified tolerances.
3.3.5. Perform weather module compensations
3.3.6. Provide recertification paperwork
3.4. Repair Parts: The contractor shall replace parts as required during preventive maintenance, and identify any parts that are scheduled for replacement, and not covered by warranty, to send written request of approval to the Contracting Officer, before replacing the part(s).
3.5. Workmanship: The Contractor shall ensure that all work performed is done by a qualified, Manufacturer Trained, Certified Technician, to industry standards and specifications.
3.6. Reports: The Contractor shall provide a detailed report to certify that the FARO Arms, Laser Line Probes, and Gage Plus equipment (listed by serial numbers) have been tested, and meet the specified tolerances for accurate measuring.

4. QUALITY ASSURANCE:
4.1. The Contractor shall be responsible for maintaining and implementing a Quality Control
Plan (QCP), to ensure that the work performed meets or exceeds the requirement of this
PWS, identify any “out of tolerance” measurements, and results in the prevention of potential and correction of actual problems. The QCP shall address what will be reviewed and shall outline any remedial actions warranted by the review. The QCP shall be implemented upon contract performance.
4.2. The Contractor shall maintain records of reviews and actions taken per the QCP, and shall make such records available to the government upon request.
5. GOVERNMENT FURNISHED PROPERTY:
5.1. All equipment at (ATTACHMENT A) will be shipped to the contractor at the government’s expense. Once service is complete, all equipment will be shipped back to the PHNSY&IMF at the Contractor’s expense (Return shipping address below).

5.2. The Government will not supply any repair parts or supplies to the Contractor.
6. CONTRACTOR QUALIFICATIONS:
6.1. The Contractor shall be an authorized, Original Equipment Manufacturer (OEM) trained, certified technician, not a sub-contract technician, to troubleshoot, repair, and perform preventive maintenance service on the FARO Arms, Laser Line Probes, Tracker
Vantage, and Tracker Ion, equipment.
6.2. In accordance with current Department of Defense and Homeland Security requirements, performance of all work under this contract is restricted to U.S. citizens and U.S.
nationals only. The Contractor shall provide proof of this requirement upon request by the government.
6.3. Work will be performed on-site at the Contractors facility.
7. SECURITY REQUIREMENTS:
7.1 In accordance with current DoD and Homeland Security Requirements, performance of all work under this contract is restricted to U.S. citizens and U.S. nationals only. This contract does not require a security clearance level and clearance granted by the Defense
Security Service (DSS). However, Contractor personnel shall recognize that PHNSY&IMF deal with sensitive information and other proprietary information, which are valuable, special, and unique assets. Contractor personnel shall not divulge, disclose, or communicate in any manner, any information to any third party, without prior written consent. Contractor personnel shall protect information and treat it as strictly confidential, and will abide by the security requirements of SECNAVINST 5512.36. A violation of this paragraph shall be a material violation of this agreement.
8. CONTRACTOR PERSONNEL:
8.1 The Contractor shall furnish sufficient personnel to perform all work within this performance work statement. Contractor is required to comply with Public Law 105-270, Section 5(2) (A) of this Public Law defines the term “inherently governmental function” as
“a function that is so intimately related to the public interest as to require performance by
Federal Government employees.” Per Section 5(2) (B), inherently governmental functions include management of Governmental programs requiring value judgements, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counter-intelligence operations. Per Section 5(2) (C), inherent governmental functions DO
NOT include. (i) Gathering information for providing advice, opinions, recommendations, or ideas to Federal Government officials; or (ii) any function that is primarily ministerial and internal in nature.
8.2 Contractor personnel shall not establish an employee-employer relationship with
Government personnel under this contract.
8.3 Contractor shall not provide personal services.
8.4 Contractor personnel will make clear to all individuals they engage with that they are
Contractor employees and not Government employees. When participating and introducing themselves during official events wherein Government, non-Government, or foreign personnel are present, Contractor personnel will identify themselves as employers of the
Contractor.
8.5 Contractor personnel shall not manage, supervise, or task Government employees or military personnel. Contractor personnel may not make any commitment to non-Government personnel, including a foreign official, which commits the expenditure of U.S. Government resources.
9. PERIOD OF PERFORMANCE:
9.1. All work to be completed twelve months after award of the contract, on an annual basis, for the base and four option years.

12. ENTERPRISE –WIDE CONTRACTOR MANPOWER REPORTING APPLICATION:
12.1. The Contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the PHNSY & IMF via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
12.1.1. W, Lease/Rental of Equipment;
12.1.2. X, Lease/Rental of Facilities;
12.1.3. Y, Construction of Structures and Facilities;
12.1.4. S, Utilities ONLY;
12.1.5. V, Freight and Shipping ONLY.
12.2. The Contractor is required to completely fill in all required data fields using the following web address: https://emcra.navy.mil.
12.3. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 through
September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractor may direct questions to the help desk, linked at https://emcra.navy.mil.
