STATEMENT OF WORK

CONCEPT DESIGN

Project Title: Renovate Firetruck and Refueler Maintenance (FARM) Facility Project Location: Vandenberg SFB, CA Base Project Number: XUMU 20-1007B

Date: 30 April 2024

1.0 INTRODUCTION

The Architect-Engineer (AE) shall conduct field investigation and prepare a complete and usable 35% Concept Design with all relevant design contract documents for the Government. This Statement of Work (SOW) sets forth the requirements for developing a Concept Design effort for Vandenberg Space Force Base (VSFB), CA. The AE shall provide the Government with a concept engineering design to provide Firetruck and Refueler Maintenance facilities in a single location.

1.1 CURRENT SITUTATION

The Vehicle Management Flight, located at VSFB, California, is the base focal point for vehicle maintenance and fleet management. One of its elements, the FARM Shop (AFSC 2T3X1A), supports a combined fleet of 15 Structural/Aircraft Response/Wildland Firetrucks and 7 Aircraft Refueler/Diesel Servicing vehicles and equipment. Due to the volatility of refueling vehicle maintenance procedures, refuelers are required to be maintained at a geographically separated facility. The existing Refueling Maintenance shop housed in Building 7501 provides a single bay for all refueling maintenance actions. All fire tuck maintenance is conducted in the main Vehicle Maintenance building, B10711, consuming 4 bay spaces (3K sq. feet) in the multipurpose maintenance area.

The existing office for the FARM shop is also split between two locations. The main office at the B10711 is a converted small vehicle maintenance bay. Among other issues, including heating and network challenges, the sole entrance is a hallway that, at less than 36” wide, is insufficient for comfort and ease of access. The secondary office at B7501 can be more readily refurbished to meet the needs of all members of the team.

2.0 SCOPE OF WORK

The Scope of the project is to centralize the firetruck and refueling maintenance mission in a single location to minimize downtime for both critical asset types. Additionally, it will reduce the burden of the Vehicle Maintenance building, increasing bay availability for future Vehicle Maintenance operations.

The AE shall perform DESIGN services described in this document. The AE shall develop an Alternatives Analysis report detailing a minimum of three (3) design COAs and high-level cost analysis for each. The chosen COA shall be developed as a Concept Design package sufficient to develop a Request for Proposal (RFP) to a pool of Design-Build contractors to finish designing and building this project.

2.1 GENERAL DESCRIPTION OF PROJECT

The A-E shall prepare the 35% Design Submittal by updating and completing the 30% Design Submittal. The 35% Design package shall be in a 35% concept design state with the exception of any additional Government corrections and modifications. This shall include everything from the approved 30% design with comments incorporated and/or corrected.

4.6.1 Resubmittals

The A-E may be required to resubmit the 35% Design Submittal if after review the Government determines the submitted design does not meet the requirements set forth in the contract for the 35% Design Submittal or if all changes from the 35% Design Review Conference or if all the comments provided by the PM were not completed. The 35% will not be accepted if there are any outstanding technical errors or omissions. Each resubmittal shall be labeled as “35% RX” with X being the corresponding resubmittal number.

4.7 DESIGN DEFICIENCES

Government approval of the 35% design submittal does not relieve the A-E from the responsibility to comply with all applicable codes and regulations. The A-E shall be responsible to correct design deficiencies and provide appropriate revised drawings and specifications to the Government within 5 calendar days of notification by the CO. These design deficiencies may be identified at any time between approval of the 35% design submittal and final inspection.

5.0 GENERAL REQUIREMENTS

5.1 QUALIFIED PERSONAL

The A-E shall ensure that only qualified, competent personnel carry out the tasks outlined in this SOW. Competent is defined as registered professional or, where registration is not applicable, trained, and/or certified in their respective field. All tradesmen performing work in a trade which has a California A-E’s license available shall be licensed or under the direct supervision of a tradesman licensed in the trade being performed.

5.2 AIR FORCE PROPERTY

All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the Air Force; and shall not be used and/or distributed by the A-E without specific written permission of the PM.

5.3 ENGINEERING REQUIREMENTS

All stamped drawings when applicable shall be reviewed and sealed by an architect or engineer that is registered in the appropriate discipline in the State of California.

5.4 DESIGN REQUIREMENTS

The A-E shall ensure the project conforms to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the A-E shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration. The A-E is responsible for all research, interviews, and investigation required for the project.

6.0 GOVERNMENT FURNISHED ITEMS

The following is a list of specific items of support that the Base CE will provide:

None specific to the project.

6.1 EXISTING ENGINEERING PLANS AND RECORD DRAWINGS

The Base CE will provide the A-E access to any existing, available and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The primary method of access is for the A-E to be allowed into the 30CES Design Vault for research on available documents. Access to the 30CES Design Vault will be granted to the A-E after award. The A-E must accomplish a non-disclosure agreement (NDA) for each person accessing the Vault; a previously filed NDA will not suffice.

The A-E’s use of any existing plans, drawings, diagrams, etc. does not relieve the A-E from ensuring the design matches existing site conditions or complying with Vandenberg SFB CAD Standards.

6.2 BASE REQUIREMENTS

The Base CE will advise the A-E of the location and processes to obtain the following as needed:

6.2.1.1 Access to utilities (electrical, water, sewer, phone, etc.) This includes a supply (e.g., fire hydrant or standpipe) of large quantities of potable water.

6.2.1.2 Security escorts for work in restricted areas.

6.2.1.3 A paved area where equipment can be cleaned.

6.2.1.4 A set of keys to locks as necessary.

8.0 OTHER REQUIREMENTS

The A-E is also responsible for the following:

8.1 WRITTEN SUMMARIES

The A-E shall prepare written summaries of all meetings, field investigations, and design review conferences held in conjunction with this contract. The A-E shall submit them to the Air Force Project mailto:201007BRenovateFARM@groups.af.mil

Manager for concurrence. All action items shall clearly state the requested information and the party responsible for providing the information. This summary should be submitted within 2 calendar day.

8.2 RECYCLABLE MATERIALS

The A-E shall make every effort to use recyclable materials for all submittal documentation.

8.3 CONTRACTOR PAYMENT INVOICE

The A-E shall submit an invoice for payment in accordance with (IAW) DFARS Clause 252.232-7006 Wide Area Work Flow.

8.4 ENERGY EFFICIENCY

8.5 SUSTAINABLE FACILITY DEVELOPMENT

In an effort to comply with the affirmative procurement requirements of Section 6002 of RCRA and Executive Order 13101, the Government strongly promotes the use of recycled and recovered materials and products identified in the Environmental Protection Agency's Comprehensive Procurement Guidelines. These materials and products must meet the requirements of the Specifications, must not delay the progress of work, and must not be cost prohibitive. EPA guideline items are seen as the minimum that should be considered when evaluating recycled/reuse materials. Other materials and products not listed, but commonly used in industry outside of the Government should also be considered. Material and product submittals for all recycled-content items should list the recycled and recovered materials used and the percentage content.
