DEPARTMENT OF COMMERCE (DOC)
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
NATIONAL MARINE FISHERIES SERVICE (NMFS)
PACIFIC ISLANDS REGIONAL OFFICE (PIRO)
HABITAT CONSERVATION DIVISION (HCD)
COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS (CNMI) NOAA FIELD OFFICE
OPERATIONAL AND SCIENTIFIC SUPPORT OF
THE SAIPAN CORAL NURSERY PILOT PROJECT TABLES-1
BACKGROUND
The National Atmospheric and Oceanic Administration (NOAA) National Marine Fisheries Service (NMFS) Pacific Islands Regional Office (PIRO) is responsible for the management, conservation, and protection of living marine resources within the U.S. Exclusive Economic Zone (EEZ). The Pacific Islands Region (PIR) includes waters surrounding American Samoa, Guam, Commonwealth of the Northern Mariana Islands (CNMI), Hawaii, and the Pacific Remote Island Areas. The PIR is unique in that it encompasses a large percentage of the nation’s coral reefs. It is the largest geographic area within NMFS jurisdiction with an EEZ of more than 1.7 million square nautical miles of ocean. The role of Habitat Conservation Division (HCD) within NMFS PIRO is to conserve, protect and restore marine habitat and coastal ecosystems in the PIR. PIRO HCD has a field office in the CNMI that partners with territorial agencies, NGOs and the public to manage, conserve and enhance habitats for fishery resources, protected species and other living marine resources in accordance with appropriate Acts and mandates.
HCD staff based in the CNMI actively address many resource management and conservation issues. They include essential fish habitat consultations, response and restoration in the aftermath of physical impact events, reef resilience science and management, reduction of and mitigation for land-based sources of pollution, and implementation of coastal habitat restoration projects. HCD staff are now pursuing active population enhancement of coral communities in the CNMI. Given the remote location of the CNMI field office, HCD staff are often faced with logistical limitations when responding to other hazard events and/or when conducting general coral reef management and research activities, all of which require extensive regional partnering with the CNMI Bureau of Environmental and Coastal Quality (BECQ), Department of Lands and Natural Resources (DLNR), Division of Fish and Wildlife (DFW), any other contractors funded to work at the site, and others partners. For the purposes of this contract DLNR/DFW, BECQ, and any current contractors working at the site are considered the local stakeholders.
While NMFS and local agencies have some limited personnel and interest in supporting population enhancement activities, we often have difficulties securing the necessary logistical and scientific support to implement these activities in a timely manner ourselves. The Saipan Coral Nursery Pilot Project (SCNPP) has already been funded by two different contracts, which focused on the deployment and maintenance of nursery trees, data collection, initial coordination, and site management of the nursery, dating back to 2018. The first 10 trees were deployed under a single-year contract (#1333MF18PNFFT0144) for which a summary report and all supporting environmental compliance documents are now available. Deployment of the second 10 trees and two years of ongoing maintenance and outplanting activities are detailed in a second contract that will be entering option year 1 in FY21 (#1305M319PNFFT0285).
This new contract will expand the SCNPP to include table structures, expand parent colony diversity, and provide up to two follow-on years of capacity for ongoing maintenance, nursery growth and resources for outplanting efforts. Expanding the nursery design to include tables will help further explore proof of concept for the pilot design with the goal of facilitating the recovery of shallow-water reef communities and ensuring that the best possible designs are being utilized for future scaling up activities.
This is a firm-fixed price non-personal service order to support additional scoping, construction, and deployment and the ongoing monitoring, maintenance and outplanting from new SCNPP table structures. The Project Lead will be responsible for the overall scheduling of project activity and will provide the Contractor with scheduling information as appropriate.

(ii)However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3)Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4)If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5)Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
