Statement of Need For 600 SCFH Pressure Swing Adsorption (PSA) Oxygen Generator Oxygen Generator with integrated 30 HP Direct Drive Rotary Screw Air Compressor (air cooled with integrated refrigerated dryer Organization: The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources.

Background: The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region’s marine and anadromous resources. At the Manchester Research Station this technical support includes the seawater rearing of Columbia River salmon stocks listed as threatened or endangered under the United States Endangered Species Act. This is an action that aids in the recovery and rebuilding of these ESA listed stocks and is legally mandated mitigation for the operation of the Federal Columbia River Hydropower System as well as Biological Opinions for the Pacific Salmon Treaty. Federal, state and tribal fish health agreements require that effluent water from tanks used for the rearing of fish sourced directly from the Columbia River and its tributaries be disinfected before it is discharged into Puget Sound. This lowers the probability of Columbia River pathogens and parasites being transferred to fish naturally rearing in Puget Sound. The Manchester Research Station complies with these interagency agreements by treating the effluent water from tanks containing wild-sourced Columbia River stocks with ozone.

In 2020 the facility is installing new ozone generators that require more oxygen than the existing, aged and now unreliable oxygen generator can supply. This requires this older unit be replaced with new equipment that can meet or exceed existing supply needs. With proper maintenance the equipment should be expected to have a 10 plus year operational life and should have an expected mean time between failures of 90,000 hours. The new oxygen generator and accompanying compressor must meet or exceed all the oxygen supply specifications for the Station’s two new Ozone Water Systems OWS-600-GEN 2 ozone generators operating in parallel (both on at same time) and each at full capacity for 24 hours per day and 365 days per year. The new oxygen generator and accompanying compressor must be a complete turnkey system that only requires hookup to power and existing oxygen supply lines to the ozone generators.

Purpose: The purpose of this action is to obtain a fully assembled 600 SCFH oxygen generator and a Direct Drive Rotary Screw Air Compressor assembly that can supply 90 to 95% purity oxygen to the station’s two OWS-600-GEN 2 ozone generators.

Location: Northwest Fishery Science Center’s Manchester Research Station located at 7305 Beach Drive, Port Orchard, Washington 98366.

Task 1: Provide a PSA oxygen generator that produces 600 or more SCFH of 90-95% purity oxygen and properly mated direct drive rotary screw air compressor assembly to supply oxygen to the station’s two OWS-600-GEN 2 ozone generators. The equipment should meet the following minimum requirements:

1. PSA Oxygen Generator

a. 600 SCFH

b. 90 to 95% purity oxygen at delivery

c. Pressure up to 65 psig

d. Operates on 110/120 VAC, 50/60 HZ, 1 Phase electrical supply

e. 100% duty cycle (operates 24hours per day and 365 days per year)

f. Separate and properly sized and equipped oxygen receiver.

2. Direct Drive Rotary Screw Compressor to deliver required air to above supplied PSA oxygen generator

a. Compressor to be air cooled

b. Compressor to have integrated refrigerated dryer

c. Compressor operates with semi synthetic lubricant oil (to avoid contaminating oxygen generator’s molecular sieve).

d. 460 VAC, 60 Hertz and 3 Phase

e. 100% duty cycle (operates 24 hours per day and 365 days per year)

f. PC-based Sigma Control system

g. Two-stage 4 micron air intake filter

h. Three stage separation system

i. Sound

j. Attenuated enclosure with vibration isolation mounts

k. Separate and properly sized ASME air receiver with pressure gauge, relief valve, isolation valves and electronic tank drain.

3. All kits and components necessary for connecting air compressor to oxygen generator.

4. All components must meet the oxygen supply specifications of OWS-600-Gen 2 ozone generators.

5. Assemble, install and commission equipment.

6. Assembled equipment must fit within the existing oxygen generator building (11 foot by 15 foot inside footprint) with reasonable working space for maintenance and proper equipment clearances from walls, electrical panels, etc.

UPGRADED ALTERNATIVE: Upsize the PSA oxygen generator so that it produces 850 or more SCFH of 90-95% purity oxygen that is properly mated to a direct drive rotary screw air compressor assembly to supply 600 SCFH of oxygen to the station’s two OWS-600-GEN 2 ozone generators and is capable of providing an additional 250-320 SCFH that can be used for supplying oxygen to fish culture facilities on site.

SERVICE AND MAINTENANCE AGREEMENT: Provide Service and maintenance for Base Year from date of delivery through one year, plus 4 one-year options.

Prior to Award: Provide Written Description of all Specifications/Component/Parts

a. Prior to award prospective vendors must provide a written description of all specifications/components/parts and materials for equipment being offered for review by NOAA Manchester Staff.

b. Prior to award NOAA Manchester staff will review vendor/supplier provided information to verify that correct equipment and materials are being used and are acceptable for the government’s use.

c. It is the vendor/supplier’s responsibility to ensure the new oxygen generator and accompanying compressor meet or exceed all the oxygen supply specifications for the Station’s two new Ozone Water Systems OWS-600-GEN 2 ozone generators operating in parallel (both on at same time) and each at full capacity for 24 hours per day and 365 days per year.

Warranty: Provide a ten year warranty for material and workmanship.

Written Materials: Provide at least two paper copies and one pdf of all manufacturer supplied test results, specifications, installation guides, operation manuals and service schedules.

Delivery: Ship all equipment, components/parts and operational manuals to:

NOAA/NMFS/Manchester Research Station 7305 Beach Drive East Port Orchard, WA 98366

DELIVERY REQUIRED ON OR BEFORE SEPTEMBER 30, 2020
