STATEMENT OF WORK
NRMJ1000-20-00955
PURPOSE:
The National Oceanic and Atmospheric Administration (NOAA) Earth System Research Laboratory (ESRL) Global Monitoring Laboratory (GML) operates a year-round long-term atmospheric research facility on Cape Matatula, American Samoa. The American Samoa Atmospheric Baseline Observatory (SMO) is one of NOAA’s four atmospheric baseline observatories worldwide and monitors the composition of air flowing off the Pacific Ocean. Sitting on 26.7-acre parcel of land, the observatory hosts a number of complementary atmospheric research projects from universities, federal agencies, and foreign research groups.
A 0.5 mile paved asphalt private road connects the main road (Route 1 in the village of Tula) with the observatory facility. Following the contours of the hillside, it is a narrow road with many twists and hills. GML requires portions of the road to be patched and repaved due to age, daily use, and environmental conditions. The Service Contract Labor Standards act applies to American Samoa, statewide.

TECHNICAL SPECIFICATIONS:
The contract shall be limited to patching and paving over approximately 985 ft/0.19 miles of pre-existing asphalt road between a flat portion of the road near a residence and the observatory facility (see Table 1 below and attached figures). This section of road includes an area that was previously patched with concrete. There are large holes between the concrete and existing aged asphalt. The concrete patch is noted in Figure 3. The existing deteriorated road shall be sufficiently prepared and repaired where original pavement has disintegrated. Patch and fill the existing cracks and potholes with asphalt pavement to create a level surface prior to paving the 1.5” overlay asphalt. The contract shall consist of a 1.5” lift of compacted hot mix asphalt (HMA) pavement that will be a minimum 9’ width and maximum of 10’ width of overlay on the existing pavement. The overlay width will vary based on the existing width of the pavement. If the existing width is in excess of 10’ the maximum width shall be remain 10’. The exception to the maximum width is around the hairpin turn at mile marker 0.39 – the existing width up to 15’ shall be covered with the overlay.

The locations of the task start and finishing points are approximate and may be adjusted after consultation with the Contractor.
The existing road bed shall be thoroughly cleaned with a power sweeper or power washer prior to patching, repair, or paving work. In areas where surface debris remains after power sweeping, those areas shall be cleared manually so there is no surface debris remaining. The existing pavement on the work for the 1.5” pavement overlay shall also be cleaned prior to paving.
The HMA shall meet the composition requirements of Type II asphalt concrete mix in the FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway projects (https://highways.dot.gov/federal-lands/specs), Section 403. The HMA shall be compacted to at least 91.0 percent of maximum specific gravity (density) determined in Subsection 403.2 of FP-14. Temperature of the HMA shall be less than 365 F (185 C), and greater than the temperature necessary to achieve 91.0 percent density during compaction (per FP-14 Table 401-2, “Asphalt Concrete Mix Placement Temperature”). Compaction of the HMA shall be achieved with a vibratory or steel–tired tandem roller. There are several areas of steep grade where it may be necessary to assist the compactor with a power winch to assist in traversing the grade. See an elevation map of the site and surrounding area in Figure 2.
Advance payment shall never be made for HMA and materials that have not been installed into the work. Payment for the HMA shall be made based on actual completion of work.
The Contractor shall coordinate all work with the NOAA Administrative Contact to ensure that project costs are not exceeded. It is understood that this is a firm fixed price contract and the required work effort will be at the stated contract price. Payment will be based on successful completion of the contractual requirements, and will not be based on weight of material.
The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. The vendor is required to furnish all labor, material, equipment, tools, transportation, supplies, and other components necessary to complete the work according to the contract. Photos of the road and existing concrete patch are below in Figures 4 -18.
SAFETY AND SECURITY:
· Contract Personnel visiting the observatory must have federal identification available. A background check may be required for personnel accessing government facilities. The names of all Contract Personnel visiting the site shall be reported to the Technical Contact(s) at least seven (7) days in advance of the site visit. NOAA must be informed if any Contract Personnel are foreign nationals – additional security clearance may be required. Contract Personnel must be escorted when on government property and facilities.
· Contract Personnel exhibiting any COVID-19 symptoms, including (but not limited to) fever, dry cough, shortness of breath, loss of taste, or loss of smell, shall not be admitted onto government property or facilities.
· Contract Personnel shall wear contractor-provided personal protective equipment while working on site: CDC-recommended face mask and gloves. Facilities for washing hands may not be available, therefore, contractor shall provide hand sanitizer with over 60% alcohol content for personnel. Contract Personnel shall follow CDC guidelines for practicing social distancing and personal hygiene.
· If Contract Personnel are suspected of being infected with COVID-19, or test positive for COVID-19 within 14 days, the contractor shall report the case to the NOAA Technical Contact(s).
PERIOD OF PERFORMANCE:
The schedule for all work shall be determined within 30 days of contract award. Work must be completed by 11/30/2020.
Work must be coordinated with the SMO Station Chief due to station and residential access along the road.
