About this file
This is Amendment #1 to Request for Bid (RFB) 20-0085 issued by the University of Wisconsin-Madison Purchasing Services for the purchase of a near-infrared spectrometer for dairy forage research. The amendment addresses questions submitted by bidders regarding equipment specifications and alternative vendors. The original bid opening was scheduled for a specific date, with bid prices and terms firm for sixty days from the opening date. Due to Governor's orders concerning COVID-19, all bid openings through April 24, 2020 were conducted without public attendance, with results to be emailed to responding bidders and bid files available for review at a later date.
The amendment clarifies that while the Foss DS2500 was initially specified, alternative instruments from manufacturers such as Bruker are acceptable provided they meet specific technical requirements. The spectrometer must operate across a spectrum range of 400 to 2500 nanometers in reflectance measurement mode with signal-to-noise ratios of less than 50 micro absorbance units in the 400-700 region and less than 20 units in the 700-2500 region. The instrument must be capable of analyzing multiple feed categories including vegetable by-products, protein meals, cereals, grains, animal by-products, and fishmeal, with prediction capabilities for parameters such as dry matter, crude protein, NDF, ADF, starch, and various mineral compositions. The amendment specifies that dual detector setup and LOCAL and ANN calibration methods are requirements to achieve superior prediction quality and long-term stability for unattended operation. Bidders were required to certify compliance with competition regulations, conflict of interest standards, and debarment status upon submission.

QUESTIONS AND ANSWERS TO RFB #20-0085
Q1. Is a Foss DS2500 the only acceptable instrument, or will alternatives be acceptable? Some of the specifications listed are proprietary to Foss, such as the WinISI software and the specified calibrations. Bruker has software that is equivalent or exceeds WinISI and we also have calibration for Feed/Feed Ingredients/Forage. Our instruments are also compatible with the NIR Forage Consortium calibrations.
A1. The software is not a requirement, but the researchers and collaborators must have capabilities to analyze the following feeds with its respective composition of: Vegetal by-products (Corn gluten feed, Rice bran, Cereal by-products, Corn germ, Broke rice, Bakery by-products, Corn germ meal, Wheat brans, Sunflower by-products, Corn flakes, Wheat gluten middling, Cotton seed meal, Corn extruded, Wheat gluten meal, Soya hulls, Corn by-products , Clear, Palm kernel meal, Corn mash, Linseed Wheat blend, Palm expeller, Barley flakes, Beet pulp, DDGS, and Citrus pulp) + Vegetal protein meals (Rapeseed/Canola, seed, cake; Rapeseed/Canola, meal; Soybeans, meal, cake; Roasted soybean meal; Soybean meal dehulled; Soybean full fat; Sunflower, meal, cake; Bean protein; Copra meal; Pea protein; Peanut meal, cake; Linseed; Corn gluten meal ) + Cereals/Grains + Animal By-Products + Fishmeal.
Those predictions are also required:
· Fresh Corn Silage. We need predictions of Dry Matter, Ash, Crude Protein, NDF, ADF, and Starch
· Dry Corn Silage, Grain Silages of sorghum, barley, wheat, oats, triticale, and Fresh Cut Forages. We need the predictions of Protein, ADF, ADF-CP, NDF, NDF-CP Ca, P, K, Mg, S, Na, NFC, Starch, Fat, Ash, Lignin, Crude Fiber, Simple Sugars, Soluble Protein and Carbohydrates, Rumen By Pass Protein, Lactic and Acetic Acids, NDFD, IVTDMD, DM, Mn, Cu, Fe, and Zn.
· Hay (grass, mixed & legume), Haylages (grass, mixed & legume) straw, chaff, tropical grasses, Corn Silage, Small Grain Silages (sorghum, barley, wheat, oats, triticale), Total Mixed Rations, Feed additives, Protein pellets and mixes, High Moisture and Regular Ear Corn and Shell Corn, Alfalfa Pellets and Cubes and Fresh Cut Forages. We need the predictions of: Protein, ADF, ADF-CP, NDF, NDF-CP Ca, P, K, Mg, S, Na, NFC, Starch, Fat, Ash, Lignin, Crude Fiber, Simple Sugars, Soluble Protein and Carbohydrates, Rumen By Pass Protein, Lactic and Acetic Acids, NDFD, IVTDMD, DM, Mn, Cu, Fe, and Zn.
Q2. Is a dual detector setup a requirement? This is also a feature of a Foss instrument and Bruker can achieve equivalent results through the use of a single detector, resulting in a more cost effective and reliable design.
A2. Based on the type of research conducted by the PIs, we need a spectrum range between 400 and 2500 nm (nanometers) and operate in reflectance measurement mode. The signal to noise to ratio must be less than 50 micro absorbance units (au) in the 400-700 region and less than 20 au in the 700-2500 region. The dual detector produces a superior signal-to-noise ratio (i.e., sensitivity for lower detection limits) and greater stability to withstand ambient air fluctuations. In addition, the dual detector provides the added benefit of superior long-term stability required of process analyzers that must operate unattended for weeks. It also improves baseline stability and spectral quality.
Q3. Are LOCAL and ANN requirement when PLS calibrations produce equivalent results?
A3. PLS and ANN does not produce equivalent results. The PIs have research data demonstrating that ANN presents superior prediction quality (accuracy and precision) compared to PLS.
