About this file
This is Amendment #1 to Request for Bid (RFB) #20-0084 issued by the University of Wisconsin-Madison Purchasing Services for a sign package for UW-Madison's Engineering Hall. The amendment addresses questions received from bidders regarding the scope of work, which involves providing letters only (not the full canopy structure) to be mounted on an existing red aluminum plate canopy at a height of approximately 14 feet 3 inches above ground. The bidders are responsible for pricing the letters as specified in Section 6 of the RFB specifications. Bid prices and terms must remain firm for sixty days from the date of bid opening. The amendment clarifies that bidders are providing pricing only for the letters, as the overall design is shown in supplementary PDF documentation and Light Canopy Shop Drawings prepared by Assemblage Architects. All terms and conditions from the original bid remain in effect unless modified by this amendment.
The amendment provides four questions and answers addressing bidder concerns regarding installation height and site conditions, insurance requirements, policy endorsements, and specification clarifications. Key clarifications include confirmation that Additional Insured policy endorsements CG7194 and CA7214 are acceptable, that Wisconsin Changes Endorsements for insurance cancellation terms must be submitted for review by UW-Madison's Risk Management office with the bid, and confirmation of the correct letter specifications in the RFB word document. Bidders certify that they are not debarred from federal contracting and that their bids are independently prepared without collusion. The shop drawings indicate a welded frame structure with cardinal red finish specifications, though the actual deliverable is limited to the signage letters only.

QUESTIONS AND ANSWERS FOR RFB #20-0084
Q1: How high on the wall will these be mounted?
A1: The letters are centered vertically on the Red ¼” aluminum plate canopy. The center of the canopy is +/- 14’-3” off the ground. See attached PHOTO and DRAWINGS for more information.
Q2: And are there any obstructions like canopies in front we will have to be prepared for?
A2: The letters are attached to the outside of the canopy. There is nothing overhead that would infringe on the ability of someone in a lift to install the letters. See attached PHOTO and DRAWINGS for more information.
Q3: Item 5.7 states: “The Contractor shall add: ‘The Board of Regents of the University of Wisconsin System, its officers, employees, and agents’ as an ‘additional insured’ under the commercial general and automobile liability policies. The certificate holder shall be listed as the University of Wisconsin -System Administration or System campus for their respective purchases.” Question: In our current policies, they would not be specifically “added” as they would have Additional Insured status with two endorsements on our respective policies, which provide Additional Insured status if “required by contract or agreement”. (CG7194 and CA7214) Is this acceptable?
A3: Yes, Additional Insured policy endorsements CG7194 and CA7214 are acceptable.
Q4: Within Attachment F: Standard Terms and Conditions, Item 22.4 states: “…a minimum 60 day cancellation notice is desired”. Question: Our policy has the required “Wisconsin Changes Endorsement”, which addresses cancellation terms. Is this standard language in our policies acceptable?
A4: You will need to provide a copy of your applicable “Wisconsin Changes Endorsement(s)” for UW-Madison’s Risk Management office to review with your bid submission. Note: Historically, the “Wisconsin Changes Endorsement” has been the subject of notable litigation in Wisconsin. UW-Madison would need to review the language of your current policy endorsement(s) to determine acceptability. Acceptance is not guaranteed.
Q5: We noticed there is a discrepancy in the size listed on the project specs /bid sheet and the size on the PDF file. Can you clarify which is the correct size?
A5: There actually is not a discrepancy. We are asking bidders to provide pricing for the letters only. Thus, the specifications in the RFB word document (in Section 6) are accurate. The PDF document is provided to show what the sign will look like (overall) once the letters are installed. Again, bidders are providing pricing only for the letters (as described in Section 6).
