About this file
This is Amendment #2 to Request for Bid (RFB) 20-0083 issued by the University of Wisconsin-Madison Purchasing Services for the purchase of an experimental plot combine. The amendment revises Attachment B (Specifications) and Attachment E (Client Reference List) and requires bidders to sign and return the amendment or risk bid disqualification. The combine will be used by the Cereal Breeding and Quantitative Genetic Group to harvest yielding trials across approximately 6,000 plots from 20 different yield trials located at 8 different sites. The equipment is expected to improve field work efficiency, safety, and worker comfort. Bid prices and terms must remain firm for 60 days from the bid opening date. Due to COVID-19 restrictions in effect at the time, bid openings through May 24, 2020 were conducted without public attendance, with results emailed to all responding bidders; bidders could arrange to review bid files at a later date, and the bid abstract would be available for public inspection only after award determination.
The mandatory specifications require bidders to provide a minimum of five business references from public or private wheat, barley, or oat breeding programs currently using the offered combine model in the United States. The combine must include a two-person cab with specified features, a pneumatic cleanout system, a weighing system with subsampling capability (Harvestmaster H2 Grain Gage or superior with Mirus Software or similar and Panasonic Toughbook or similar), and must weigh no more than 8,000 pounds to ensure compatibility with existing hauling equipment. Additional mandatory requirements include a grain tank exceeding 210 gallons, delivery no later than the first week of July 2020 (or provision of a loaner unit), and dimensions allowing transport on a standard trailer (approximately 16-17 feet length, 5.5-5.8 feet width, maximum 8.2-9.8 feet height). The model must remain available in the United States for a minimum of three years post-purchase to ensure parts and service availability. Optional specifications address engine requirements, drive system specifications, threshing drum specifications, header features, and vendor-provided training (minimum two days for plot combine technician and one day for weighing system technician). The bid price must include setup and delivery to Madison, Wisconsin, and two equipment/operational manuals are required.
