About this file

This is Amendment #1 to Request for Bid (RFB) No. 20-0072 issued by the University of Wisconsin-Madison Purchasing Services for the purchase of Bobcat brand skid loaders. The amendment was issued to address questions received from bidders and clarifies that only Bobcat brand skid loaders are acceptable; generic equivalents from other manufacturers such as Case or JCB are not permitted. The bid document specifies that the university will accept a trade-in of an existing Bobcat unit. Due to COVID-19 restrictions, all bid openings through May 26, 2020 will not be conducted in a public setting, with results to be emailed to responding bidders after the stated bid opening time and date. Bidders may arrange to review the bid file at a later date, and the bid abstract will be available for public inspection only after award determination has been made. Questions regarding the bid must be directed to Doreen Forslund, Procurement Specialist, at the University of Wisconsin-Madison Purchasing Services.

Bid prices and all terms shall remain firm for sixty (60) days from the date of bid opening unless otherwise specified in the RFB document. Bidders must certify that they have not engaged in collusion, that the bid was independently prepared, and that no employee of the university whose duties relate to the RFB assisted in bid preparation beyond their official capacity. Bidders must also certify that they are not debarred, suspended, or excluded from federal participation. The amendment states that if it is not returned with the revised bid submission, it shall be assumed the original bid meets all conditions of the amendment, and all other terms and conditions remain unchanged. The bid was posted exclusively on VendorNet, the State of Wisconsin's official website for state bids, and was not posted on alternative bid notification websites.

Questions and Answers for RFB 20-0072

Q1: Does this bid use “Bobcat” (cover page, page two, sections 2.1, 4.2, Attachment B, Attachment C) in the specific sense, i.e. Bobcat brand skidsteers, or in the generic sense, as one might use “Kleenex” to describe facial tissue. When it’s used to refer to the UW’s trade-in (section 2.2, Attachment B, Attachment C), it’s Bobcat brand in the specific sense. However, it’s a common practice in the equipment industry to use “Bobcat” to simply mean skidsteer.

A1: We are looking for only a Bobcat brand skid loader.

Q2: Do you anticipate extending the bid due date?

A2: No, we do not anticipate extending the bid due date.

Q3: What additional details are you willing to provide, if any, beyond what is stated in bid documents concerning how you will identify the winning bid?

A3: No additional details will be provided except for what is written in the bid. However, if something in the bid document is not clear, we are willing to answer any questions bidders may have.

Q6: Are you guys interested in a bid on Case or JCB skidloaders or just Bobcat?

A6: See A1 above.
