About this file

This is Amendment #1 to Request for Bid (RFB) No. 20-0067 issued by the University of Wisconsin-Madison Purchasing Services for a 60KV Pulsed Power Supply. The amendment was issued to address questions received from bidders during the solicitation process. The original bid document remains the controlling document for the resulting contract, and all other terms and conditions not modified by this amendment remain unchanged. Bidders must acknowledge receipt and compliance with the amendment; failure to return the amendment will result in the assumption that the original bid meets all conditions. Bid prices and terms are firm for sixty days from the date of bid opening.

The amendment includes a Questions and Answers section addressing four key technical clarifications: confirmation that the voltage reference (flat-top value) will not change during the pulse with no dV/dt requirement; specification of acceptable testing operation parameters allowing up to 50 pulses of 2 milliseconds with a 0.4% duty cycle and 2 Hz repetition rate for a maximum of 25 seconds, followed by 180 seconds of inactivity; clarification that a crowbar is not necessary if post-fault energy delivery is limited to less than 5 joules; and confirmation that energy storage voltage of 2200V DC is acceptable despite the original specification of less than 1500V DC. Bidders must certify compliance with all terms, non-collusion, conflict of interest policies, and federal debarment status. Inquiries regarding this bid should be directed to Jeff Whitman at UW Purchasing, 21 N Park Street, Suite 6101, Madison, Wisconsin 53715-1218, or by phone at 608-262-6120.

QUESTIONS AND ANSWERS for RFB 320-0067

Q1. Will the flat top voltage reference change during the pulse? If so, which will the maximum dV/dt of the voltage reference?

A1.The voltage reference (flat-top value) will not change during the pulse. There is no dV/dt to this reference. The output voltage, including any variations from any sources, must stay within the range specified by the voltage ripple in specification #7 of the flat-top value and as defined in Figure 2a; the bidder should supply the frequency content of the output ripple.
Q2.Testing operation. Can you accept a burst of 50 pulses of 2 ms, then disconnect and charge for 180 seconds?
A2.In testing mode, we can accept a sequence of up to 50, 2 ms pulses with a duty cycle of 0.4% and pulse repetition rate of 2 Hz for up to 25 seconds maximum (100 ms maximum ‘on’-time), followed by a period of inactivity/recharging of 180 seconds before next activity. (i.e. Testing time as in specification #4 is limited to 25 seconds with 180 seconds between testing sessions.)
Q3.Crowbar. Our topology doesn’t need any crowbar.
A3.If the energy delivered from the supply after any fault trip is limited to < 5 J as in specification 6, a crowbar is not necessary.
Q4.Storage voltage < 1500 Vdc. We use 2200V for this topology.

A4. 2200V for energy storage is acceptable.
