QUESTIONS AND ANSWERS for RFB #20-0060

Q1:Do you have neck, Bottle/cap drawings to share of the 250-400 ml bottle? This is required because, depending on the design it will impact how and what we specify in the equipment. Thus, these drawings would be needed in order to quote a firm price. We can certainly assist in the development of the design for all of the above if needed.
A1:Lab is currently using Corning ortagonal 250mL PET bottle with 30 or 34 mm cap.
Q2.We do not see any specification if the material should be PET or HDPE?
A2:Lab is currently using Corning ortagonal 250mL PET bottle with 30 or 34 mm cap.
Q3.Is this equipment going to be used for R&D purposes or filed for low acid production?”
A3:The system will be for R&D purposes and small-scale food production which requires multiple sequences. A particular sequence could be filed in future. CDR will be responsible for the filing itself.
Q4:The processing flow rate is listed at 100-300LSH. Would you be willing to consider other ranges?
A4:Our specification only states that the system should a flowrate within the range 100-300 L/h not being able to achieve every flowrate within that range.
Q5:We cannot carry out installation of equipment in the state of Wisconsin as we don’t have licensed plumbers and electricians for the state of WI on our payroll. However, R&D equipment is simple to use. We provide detailed installation instructions for local contractors to connect all the utilities to the equipment. We can also be there 1 day before the start-up training to supervise the final connection of the utilities to the equipment.
A5:Connection to power/steam and other utility hookups will be done by the sanitary process company currently designing and installing process equipment for the CDR construction project.
Q6:Are 2 or 3 heating loops required? We see some contradicting requirements in the specifications table. Our processor as quoted has two heating section heat exchangers and 2 cooling section heat exchangers. This is more than sufficient to carry out all the process combinations listed in the specifications table.
A6:Our concern is product burn on with too large a temperature gradient, So yes 3 loops is what we want but the initial heating loop or final cooling could be a plate system.
Q7:Specification list tube-in-tube heat exchangers. We offer tube-in-shell heat exchangers as they product the most flexibility for R&D and also allow us to mimic a wide variety of commercial processing conditions. Please let us know if Tube-in-shell heat exchangers are acceptable?
A7:We want a tube-in-tube exchanger but would accept if a single tube in shell system was proposed.
Q8:Our equipment contains no static mixers as the design of the heat exchangers and sizing of tubes allow sufficiently high velocities to be maintained for proper UHT processing. Some suppliers use static mixers to boost product velocities but the static mixers are cumbersome to CIP. Please confirm that it is ok not to have static mixers?
A8:Static mixer was only asked in the specifications if used as an option, not required.
Q9:Flash tank does not have automatic vacuum control. This must be manually set. Please confirm that this is ok?
A9:We desire automatic control of vacuum, but a vendor suggesting manual should provide information on how this would work and provide the desired performance of an automatic system.

Q10: Conductivity sensor is not included as standard but can be added as option. Please confirm if this is required?

A10: Yes, include that option.

Q11: Aseptic surge tank (100-400 L) by itself is an expensive piece of equipment. Please indicate if this is required?

A11: Yes, include one aseptic surge tank.

Q12: Aseptic PET bottle filler (250 bottles/hr) by itself costs upwards of is an expensive piece of equipment. Please indicate if this is required?

A12: Yes, we want a PET bottle system.

Q13: Our processing equipment is fully CIP cleanable. No external CIP units are required. Please confirm that this is ok?

A13: Yes, this is okay if their system can do CIP without needing an external unit.

Q14: The RFB states in 5.4 on page 14 “Delivery is desired on or before August 31, 2020”. When is the expected award date?

A14: We anticipate that an award would be made within 3 weeks of the due date.

Q15: The RFB should specify detailed performance data with allowed tolerances e.g. target temperature 212 F +/- 5 testing 30 minutes for the different parameters. The RFB is not clear what parameters are considered as performance data A15: The vendors should provide performance ranges for critical components that they can guarantee, e.g., temperature tolerances.

Q16: The RFB states in 5.5 on page 14 “Payment will not be made until the item is determined to meet all specifications.” Does this result that 100% of the payment only will be made after finalizing the project?

A16:Payments terms may be negotiated with the awarded vendor.
Q17:Will the bidding results be openly published?
A17:All bidders will receive a notice of award. Results are not published, but an abstract can be provided after an award has been made.

Q18: While we will be able to provide a FDA approved system it would be the responsibility for the customer to file the complete aseptic line according to FDA regulations. These costs will not be included in Tetra Pak scope.

A18: Customer will do the filing.

Q19: The RFB states in 5.4 on page 14 “Delivery is desired on or before August 31, 2020”. When is the expected award date?

A19: We anticipate that an award would be made within 3 weeks of the due date.

Q20: Is a layout available to estimate the installation scope? Please specify also connecting points for utilities and electrical scope.

A20: Connection to power/steam and other utility hookups will be done the sanitary process company currently designing and installing process equipment for the CDR construction project.

Q21: In Attachment B “Specifications” the requirements are a min velocity of 1.5 m/s. However commercial available components for small production plants are not available for in this pipe diameter and equipment considering the low capacity of 100-300 l/h. Do you allow to deviate from this requirement as technically not feasible?

A21: Our specification only states that the system should a flowrate within the range 100-300 L/h not being able to achieve every flowrate within that range, the vendor can select the flowrate they prefer and then decide on pipe sizing and other components necessary to achieve the min velocity stated in the specifications.

Q22: Several hold times and capacities are specified. Can the hold time be specified by design e.g. capacity @ 150 l/h 60 seconds = @ 300 l/h 30 seconds A22: A two-flow order of change in flow rate suggested by the vendor would be problematic. Differences in holding time should mainly be achieved by changing hold volume not by changes in flow rate.

Q23: Is it an absolute requirement that this machine would be filed by FDA. We have experience and are able to produce an aseptic filling machine that can be filed for FDA certification – but this but also include bottle blowing which will increase the scope and price. We just want to make sure this is a firm requirement so we can quote the most competitive solution.

A23: The customer does intend to file a process with the FDA.
