About this file

This is a Request for Bid (RFB) Amendment #1 issued by the University of Wisconsin-Madison Purchasing Services Department on behalf of the Department of Facilities, Planning and Management (FP&M). The amendment modifies Bid No. 20-0055 to add flexibility in the delivery format for liquid helium by allowing bidders to propose either 250-liter or 500-liter returnable Dewars. The University seeks to procure liquid helium during the period of January 6, 2020 through June 30, 2020, with an estimated quantity of 6,000 liters. Bidders must submit revised bids that address this amendment or their original bids will be assumed to meet all amendment conditions. Bid prices and terms shall remain firm for six months from the date of bid opening. The bid abstract will be available for public inspection only after award determination has been made.

The Itemized Bid List requires bidders to provide pricing in four formats: per-liter cost for 250-liter Dewars, per-liter cost for 500-liter Dewars, per-Dewar cost for 250-liter Dewars, and per-Dewar cost for 500-liter Dewars. Bidders must also specify the manufacturer and model number of the proposed Dewars. All specifications are defined as mandatory minimum requirements, and failure to meet any mandatory requirement will result in bid disqualification. The University does not guarantee to purchase any specific quantity or dollar amount. Bidders must certify compliance with competition requirements, confirm the absence of conflicts of interest, and attest that neither they nor their principals are debarred from federal participation. Questions regarding this bid should be directed to Jeff Whitman at UW Purchasing, 21 N Park Street, Suite 6101, Madison, WI 53715-1218, via email at jeff.whitman@wisc.edu or by phone at 608/262-6120.
