Justification and Approval

For Other Than Full and Open Competition

1. CONTRACTING ACTIVITY: United States Army Corps of Engineers, Engineering and Support Center (CEHNC), 4820 University Square, Huntsville, AL 35816-1822.

2. DESCRIPTION OF ACTION: This document is to justify a non-competitive firm-fixed price new award to the Exploration Instruments, Contract No. W912DY-20-P-0014 in the amount of $65,208. This request is based on the circumstances identified in 10 U.S.C 2304(c)(1) and FAR 6.302-1(a)(2)(iii). The PM and customer have provided Fiscal Year (FY) 2020 Operations & Maintenance (O&M) funds for this requirement.

3. DESCRIPTION OF SUPPLIES OR SERVICES: The scope of activities includes the procurement of geophysical sensor equipment, the IRIS Syscal Pro SW72 electrode system, an all-in-one multinode resistivity and induction polarization sounding and profiling system for environmental and geophysical studies. The IRIS Syscal Pro SW72 electrode system can be used for site characterization and detection of structural anomalies as well as a broad range of subsurface metallic targets. Subsurface targets characterized may include environmental hazards (drums, storage tanks), infrastructure or engineering hazards (e.g.

sinkholes, weathered bedrock, and fractures), industrial waste, and unexploded ordnance.

The U.S. Army Corps of Engineers (USACE), Engineering and Support Center, Geosciences Branch provides engineering support to the Ordnance and Explosives Directorate, which houses the Chemical Warfare Materials Design Center and the Conventional Weapons Design Center. In addition, the Environmental and Munitions Center of Expertise (EMCX) which is part of Huntsville Center, receives geophysical support from the Geosciences Branch and serves the U.S. Army Corps of Engineers and others by providing high quality engineering and scientific support to environmental remediation, civil engineering, munitions response, and compliance programs around the world.

4. AUTHORITY CITED: 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(2)(i);

the statutory authority entitled, “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.”

5. REASON FOR AUTHORITY CITED: The Geoscience Branch has field experience testing and operating the requested system IRIS Syscal Pro Switch 72. It is the Geoscience Branch’s stance that the IRIS system is only manufactured by Exploration Instruments.

6. EFFORTS TO OBTAIN COMPETITION: Market Research was done. However, there are no other companies that sell the equipment.

7. ACTIONS TO INCREASE COMPETITION: It is not possible to compete this current acquisition because due to the technical aspects of the equipment required, there is only one vendor.

8. MARKET RESEARCH: The United States Army Corps of Engineers Huntsville completed its research and discovered that the IRIS Syscal Pro SW72 is the perfect match for what the Geoscience Branch need for the work to be performed. The Geoscience Branch requires the dynamic capabilities provided with the IRIS system. Based upon the review market research, Exploration Instruments is the manufacturer off this Metal Mapper.

9. INTERESTED SOURCES: To date, no other sources have written to express an interest.

APPROVAL

Based on the foregoing justification, I hereby approve the procurement of Geophysical sensor equipment, the IRIS Syscal Pro SW72 electrode system on an other than full and open competition basis pursuant to the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(2)(i) subject to availability of funds, and provided that the services and property herein described have otherwise been authorized for acquisition.
