About this file
This is a Request for Bid Amendment #1 issued by the University of Wisconsin-Madison Purchasing Services for the procurement of high-purity germanium gamma-ray detectors. The amendment addresses bidder questions regarding detector specifications and system requirements. Key technical specifications include detection of energy ranges from 80 keV to 2.4 MeV with count rates between 10³-10⁸ Hz, with applications focused on quantification of Cr-51 at the 320 keV level in the presence of higher-energy radionuclides. The procurement includes two detector systems: a primary laboratory system and a second portable system mounted on a movable platform with approximately one meter of z-axis travel range. The system must operate continuously while connected to power and include software capabilities for continuum and peak fitting, library-based radionuclide quantification using nuclear data, and user-created calibration files. Bidders must provide detailed dimensional drawings or CAD files of detector geometry to enable MCNP modeling. The University will supply an appropriate Windows 10 PC for the system.
Bid prices and terms shall remain firm for sixty days from the date of bid opening. Bidders must certify compliance with all federal debarment requirements and confirm the absence of conflicts of interest or collusion. The warranty requirement covers full coverage excluding accidental damage or misuse. Shielding and collimation options may be proposed as part of the bid to prevent contributions from adjacent radiation fields. Questions should be directed to Jeff Whitman at the University of Wisconsin-Madison Purchasing Services. Award determinations will be made as soon as possible following bid opening, with the bid abstract available for public inspection only after award determination.

If NO BID (check here) ☐ and return.
HIGH-PURITY GERMANIUM GAMMA-RAY DETECTORS Amendment #1 is issued to answer bidder questions. If this amendment is not returned, it shall be assumed your original bid meets all conditions of the amendment. All other terms and conditions remain the same. Please revise and submit your bid accordingly.
In signing this bid, we have read and fully understand and agree to all terms, conditions and specifications and acknowledge that the UW-Madison Purchasing Services bid document on file shall be the controlling document for any resulting contract. We certify that we have not, either directly or indirectly, entered into any contract or participated in any collusion or otherwise taken any action in restraint of free competition; that no attempt has been made to induce any other person or firm to submit or not to submit a bid; that this bid has been independently arrived at without collusion with any other bidder, competitor or potential competitor; that this bid has not been knowingly disclosed prior to the opening of bids to any other bidder or competitor; that the stated statement is accurate under penalty of perjury. I certify that the information I have provided in this bid is true and I understand that any false, misleading or missing information may disqualify the bid.
By submitting a bid, the bidder certifies that no relationship exists between the bidder and the University that interferes with fair competition or is a Conflict of Interest, and no relationship exists between such bidder and another person or firm that constitutes a Conflict of Interest. Further, bidder certifies that no employee of the University whose duties relate to this request for bid assisted the bidder in preparing the bid in any way other than in his or her official capacity and scope of employment.
The Bidder certifies by submission of the bid that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any federal department or agency.

QUESTIONS AND ANSWERS FOR RFB #20-0034
| Q1. | What anticipated count rate do you expect? Our assumption is that it must be high since a 15% detector is specified. |
| A1. | In hundreds of keV peaks, count rates from 10^3-10^8 Hz. |
| Q2. | What is the lowest and highest energies you need to detect? |
| A2. | 80 keV - 2.4 MeV |
| Q3. | What will drive your count time? |
| A3. | Likely quantification of µCi-scale 320 keV Cr-51 beneath the signal from Co radionuclides' higher energy emissions. |
| Q4. | Do you need to reach a detection limit for any nuclides? |
| A4. | See above. |
| Q5. | Have you considered shielding and/or collimation to prevent contribution from adjacent radiation fields? Would you like us to offer shielding as part of the proposal? |
| A5. | We are considering shielding and would be happy to consider options you can propose. |
| Q6. | In addition to Pulse Height Analysis acquisition mode, are multichannel scaling or time-stamped LIST mode of use to you? |
| A6. | No. |
| Q7. | Are automatic triggers needed to start and stop counts? |
| A7. | We should be given the option of writing a job script if necessary to start and stop counts at a given time of our choice. |
| Q8. | Can we assume you will supply an appropriate Windows 10 PC? |
| A8. | We can. |
| Q9. | What data analysis would you like the software to perform? |
| A9. | Continuum and peak fitting, editable library-based quantification of radionuclides based on available nuclear data and user-created calibration files. |
| Q10. | Do you have existing MCA and analysis software in use at UW-Madison? |
| A10. | Yes, several. |
| Q11. | Is the requirement for a drawing of the detector geometry so that you can use MCNP to model the detector? If we supply a detailed dimensional diagram of the detector internals as a PDF file, will that satisfy your requirements? |
| A11. | Yes, and we would much prefer the CAD. |
| Q12. | What type of spectrum analysis does UW need to perform with the software (Attachment B, item 4, Page 22)? |
| A12. | Continuum and peak fitting, editable library-based quantification of radionuclides based on available nuclear data and user-created calibration files. |
Q13. In the specs, it mentions that the second detector system must be “portable.” Can you elaborate? (Attachment B, Page 22)
| Q13a. | Are there weight or size requirements? |
| A13a. | No, the system has to be on a movable platform along a z-axis with a movable range of about 1 meter. |
| Q13b. | Does it require the ability to operate without outlet power for any period? Does it need a hardened cryostat to prevent the need for thermal cycling? |
i.e. if an HPGe in an ordinary cryostat and electromechanical cooler is unplugged for more than ~15 minutes, it must be allowed to warm up completely before cooling again. This thermal cycling process typically takes about 36 hours. A hardened cryostat can be cooled again immediately and eliminates the need for thermal cycling if the detector begins to warm.
A13b. No we expect the system to always be connected to a power source.
| Q14. | In Attachment B, item 7, Page 22, it asks for a “full coverage” warranty. Our warranties do not cover accidental damage or misuse. Is this acceptable? |
| A14. | Yes this is acceptable. |
