Valley Avenue Water System Improvements - Contract Specifications
This is a comprehensive contract specifications document issued by the City of Sumner, Washington, for water system improvements along Valley Avenue. The project encompasses installation of 12-inch ductile iron water main (approximately 114 linear feet), replacement of three fire hydrant assemblies, relocation and reconnection of eleven domestic service connections, abandonment of existing small-diameter water mains, removal and disposal of asbestos-cement pipe, stormwater system improvements including 12-inch dual-wall HDPE pipe installation (55 linear feet), and construction of two ADA-compliant parallel curb ramps. Sealed bid proposals must be submitted to the City of Sumner Permit Center by 1:00 p.m. on April 14, 2026, with public opening and reading of bids immediately following at City Hall. The contractor has 40 working days to complete all work commencing within ten calendar days after contract execution and issuance of notice to proceed. A preconstruction conference will be held prior to work commencement to establish working hours, review safety standards, and confirm administrative procedures.
The engineer's estimate for the project ranges between $600,000 and $700,000. Bid proposals must include a bid deposit of five percent of the total bid amount via certified check, cashier's check, or proposal bond, with forfeiture to the City if the successful bidder fails to execute the contract and provide performance bonds within twenty days of award. The selected contractor must provide evidence of compliance with prevailing wage requirements under the Davis-Bacon Act, maintain specified insurance coverage including $2,000,000 commercial general liability and workers' compensation, and comply with E-Verify employment eligibility verification requirements. The contract includes three separate bid schedules: Schedule A for water system improvements (taxable under Sales Tax Rule 171), Schedule B for roadway improvements (non-taxable), and Schedule C for stormwater improvements (non-taxable). Key subsurface conditions identified in the geotechnical investigation include alluvium consisting of fine sand and plastic silt with groundwater at approximately 11 to 12 feet below ground surface, requiring dewatering and appropriate trench shoring and backfill specifications. A warranty period of two years from substantial completion is required, with the contractor responsible for correcting all defects in workmanship and materials discovered during this period at no additional cost to the City.
