About this file
This document is a Justification and Approval (J&A) for a ValGenesis Subscription Renewal for the National Institute of Allergy and Infectious Diseases (NIAID). The Clinical Informatics Branch within the Office of Cyber Infrastructure and Computational Biology (OCICB) requires the ValGenesis Validation Lifecycle Management System (VLMS), a digital validation software that supports computer system validation for clinical systems. The sole-source procurement is justified because ValGenesis is the pioneer of this specific digital validation platform and has no resellers or alternative service providers.
The procurement is a firm-fixed-price acquisition processed under Simplified Acquisition Procedures, with a NAICS code of 541511 (Custom Computer Programming Services). The solicitation (RFQ-NIAID-25-2266489) is for a software subscription renewal, to be delivered to NIAID's Rockville, MD location within 15 days after receipt of order. The award will be based on lowest price technically acceptable, and the procurement is not set aside for small businesses. ValGenesis will provide a 100% paperless, risk-based validation platform that supports regulatory compliance, data integrity, and operational efficiency for NIAID's clinical research systems.

B. Describe why only the requested supply/service will meet the government’s needs ValGenesis is critical to streamline and standardize validation activities to ensure compliance, data integrity, and operational efficiency for validating NIAID clinical systems. The ValGenesis Validation Lifecycle Management System (VLMS) aligns with industry standards for managing the computer systems validation process. This platform is designed to oversee the entire process, from validation, planning, and execution to reporting and maintenance. It’s used to streamline and standardize validation activities, ensuring compliance, data integrity, and operational efficiency. Additionally, it supports a lifecycle approach to managing validation processes, promoting consistency and enhancing adherence to policies and regulations. It provides an end-to-end digital validation platform, enabling 100% paperless, risk-based validation across areas such as CSV (Computer System Validation), CSA (Computerized System Assurance), CQV (Commissioning, Qualification, and Validation), and equipment validation.
ValGenesis supports human safety by ensuring rigorous compliance with regulatory standards and enhancing the reliability of validation processes by automating and digitizing the validation lifecycle to reduce the risk of human error and ensure all processes meet stringent quality requirements. By maintaining high standards of validation and compliance, ValGenesis plays a critical role ensuring software used throughout the product development and manufacturing processes meets regulatory guidelines thus safeguarding human health and safety. ValGenesis supports human healthcare by ensuring systems and processes used adhere to the highest standards of quality and compliance. The software provides the ability to manage the validation lifecycle, which helps to maintain the integrity and reliability of operations crucial for patient safety and effective treatment outcomes. The system's comprehensive validation management capabilities ensure that equipment, processes, and software used in healthcare settings are thoroughly tested and meet FDA and EMA regulatory requirements. This reduces the likelihood of errors and non-compliance that could compromise product quality or patient safety. Additionally, ValGenesis enhances operational efficiency and reduces validation cycle times, enabling faster delivery of safe and effective healthcare solutions to the market, ultimately supporting better patient care and health outcomes.
ValGenesis supports clinical research studies by providing a streamlined and compliant framework for managing the validation of systems and processes critical to clinical trials. Its digital platform automates the validation lifecycle, ensuring that all equipment, software, and methodologies used in clinical research meet rigorous regulatory standards, such as those set by the FDA and EMA. This automation reduces the risk of errors and non-compliance, which can compromise data integrity and patient safety. This tool is critical to support regulatory audit and inspection readiness. If ValGenesis is not renewed, there is potential for increased risk of non-compliance with regulatory standards due to the absence of centralized, automated validation processes. This could result in inefficient manual validation methods that are susceptible to human error, potentially leading to extended validation cycles. Without ValGenesis's real-time tracking, audit trails, and risk assessment features, the ability to swiftly identify and resolve validation issues may be compromised, affecting data integrity and product quality.
C. Describe why only the proposed contractor is capable of providing the requested supply/service
ValGenesis was established in 2005 and is the pioneer of digital validation and the inventor of the ValGenesis Validation Lifecycle Management System (VLMS), the industry’s first proven, 100% paperless end-to-end validation lifecycle management system. ValGenesis does not have any resellers/distributorships or service providers for their software.
