About this file

This statement of work describes technical support requirements for a human factors driving simulator over a five year period. The Department of Transportation's Volpe Center requires support services for its RTI driving simulator to conduct studies examining driving behavior under new projects sponsored by the National Highway Traffic Safety Administration. Technical support must be provided via phone and email from 9AM to 5PM with an initial response within one business day. The support period covers September 1, 2023 through August 31, 2028 and includes a base year plus four option years. Deliverables are technical support services as needed. The point of contact is Jared Young at the Volpe Center. The related federal contract opportunity is solicitation number 6913G623Q300060 for an RTI Support Package with the issuing agency being the Department of Transportation Immediate Office of the Secretary Transportation.

Procurement Request No. V3142100

STATEMENT OF WORK

Human Factors Driving Simulator Technical Support

Background

In support of the Volpe Center's Driving Simulator projects sponsored by NHTSA (Volpe project #HS09A123), the Volpe Center is tasked to perform studies on the RTI Driving Simulator to examine several aspects of driving behavior. As part of these experiments Volpe will program and perform complex tests on the RTI Driving Simulator to understand the effects of driver training. The Volpe Center acquired this RTI simulator in 2014 after a competitive procurement (Contract DTRT5714C1002). This RTI simulator fulfills a 30 page specification of Volpe Center requirements for a rail crossing and driving simulator. Three option years of technical support were included and executed in the original contract. A follow-on sole source support contract (6913G619P800139) was issued to RTI in 2019 and has expired. Sufficient funds were available in FY21 to issue a 10-month sole-source support contract (6913G621P800009) via PR V3142055 which ended on 9/30/2021. In FY22 the simulator was supported via a 12-month sole-source contract (6913G621P800079) which ended 9/30/2022.

Objective

In order to continue to perform new self-driving vehicle tasks and vehicle grade crossing studies fully, a technical support contract (RTI Support Package) is required to address any complications the experimenters might face in developing new worlds and scenarios in the Volpe driving simulator.
