About this file

This is a Single Source Advertisement for the Florida School for the Deaf and the Blind (FSDB) for the procurement of proprietary software licenses and educational materials from ThinkCERCA. The procurement is for Florida standard core reading items for the fiscal year 2026-2027. The advertisement was posted on March 13, 2026, at 4:00 PM and runs through April 3, 2026, at 4:00 PM, providing a fifteen business day notification period as statutorily mandated. The intended source is ThinkCERCA, located at 875 N. Michigan, Chicago, Illinois 60654. ThinkCERCA's software platform provides a schoolwide framework for critical thinking and literacy instruction across disciplines for grades 3-12, featuring technology-enabled argumentative writing components, CERCA rubrics aligned to Common Core State Standards, authentic texts with ten levels of differentiation, self-paced flipbook lessons with audio support, and flexible modular design for integration with existing district systems.

The estimated dollar amount for this single source procurement is not-to-exceed $34,999.00. FSDB asserts that ThinkCERCA is the sole source provider for this proprietary software and curriculum, as the company is the exclusive provider of their specific schoolwide framework and the literacy program has been adopted by the state of Florida. The justification for the single source acquisition emphasizes that ThinkCERCA operates exclusively through direct transactions with end customers. Vendors believing they can fulfill this requirement may submit information regarding their capability during the fifteen business day advertising period by contacting the Primary Contact, with the final determination to proceed or conduct competitive procurement remaining solely within the discretion of the Agency. Kim Whitwam, Director of Purchasing, approved this procurement.
