About this file

This is a Request for Information (RFI) supporting documentation filed by Broward County, Florida through its Office of Regional Communications and Technology (ORCAT), seeking to determine whether multiple vendors can provide public safety tower installation, inspections, repairs, and maintenance services. The RFI is structured as a sole source or only one reasonable source designation inquiry to ascertain if alternative providers exist who can meet the County's operational and safety requirements. The County has preliminarily identified KIRMS Communications, LLC as the potential sole source vendor for these services. No specific quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms are detailed in this supporting documentation.

The RFI identifies four unique features necessitating the sole source determination: the vendor's possession of a required State of Florida Specialty Contractor License for structural and tower-related maintenance on critical public safety communications towers; current Avetta (formerly PICS) safety certification demonstrating required safety compliance and training qualifications; specialized experience with the County's existing tower configurations, equipment, and maintenance history; and capacity to provide rapid emergency response for mission-critical public safety communications repairs. The supporting documentation explicitly states this is not a request for pricing or a purchase commitment. The Director of Purchasing retains sole authority to determine what qualifies as comparable service and to make the final designation decision, with all submitting vendors to be notified through the electronic bidding system and no provision for objection, protest, or appeal of that decision.

SUPPORTING DOCUMENTATION

REQUEST FOR INFORMATION

Public Safety Tower Installation, Inspections, Repairs, and Maintenance A. Sole Source or Only One Reasonable Source Designation This Request for Information (RFI) is to determine if the specified service is available from multiple providers, or if an alternate service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.

The following service is believed to be available from only one reasonable source that can meet the operational and safety requirements of the County:

Service: Public Safety Tower Installation, Inspections, Repairs, and Maintenance

Potential Sole/Only One Reasonable Source Vendor: KIRMS Communications, LLC

Unique Features or Capabilities Necessitating a Sole Source / Reasonable Source Determination:

State of Florida Specialty Contractor License Vendor possesses the required Florida licensure to perform structural and tower‑related maintenance on critical public safety communications towers. This license is legally required for work performed on the County’s tower assets.

PICS(Avetta) Safety Certification Vendor maintains a current Avetta (formerly PICS) safety certification, demonstrating required safety compliance, training qualifications, and risk‑management standards for high‑risk tower climbing and maintenance work.

Specialized Experience with the County’s Existing Public Safety Tower Vendor has established familiarity with the County’s tower configurations, equipment, and maintenance history, which is necessary to ensure continuity of service and minimize downtime for essential public safety operations.

Availability for Emergency Response Vendor can provide rapid response for emergency tower repairs to maintain the integrity of mission‑critical public safety communications.

This RFI will remain posted until closing date and time.

Prospective Vendors are requested to provide information regarding their ability to provide the service described or written explanation or other documentation contesting the proposed RFI designation.

If you are capable of meeting or exceeding the County’s requirements for the specified service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.

The Director of Purchasing shall consider such submittals and notify all submitting vendors (through the electronic bidding system) of the decision whether to designate as a Sole Source (/Brand, which decision shall not be subject to objection, protest, or appeal.
