04/23/2021 GENERAL INFORMATION AND REQUIREMENTS
STATEMENT OF WORK
PART 1: GENERAL
1.1 SUMMARY
A. Description of Work: Furnishing labor, equipment, supplies, and materials to Asphalt 21,500 square feet at 4” compacted thickness at the BLM Coal Creek Wareyard in Cedar City Utah.
Contractor shall accomplish the compacted depth of 4” in two separate 2” compacted lifts, as per specs provided by the Government. The Government will prepare subgrade, testing existing soil and compaction of all fill material. Government will supply material to level, grade and compact site before asphalt is placed. The Government will provide grade stakes and elevation markings, initial layout for the Contractor. The Contractor shall approve work schedules with the Contracting Officer’s Representative. The Contractor shall also schedule timelines and subcontractors schedule with the COR.
B. Location: Work under this contract is located in Iron County, Utah. The work site is located at approximately 1770 N Airport Rd. Cedar City, UT 84721. See construction drawings for general and detail location maps.
C. Period of Performance: Flexible between 06/01/2021 and 09/30/2021 - 60 days from the beginning to the end of the project
D. Weather Provisions: Work shall be done June through September to meet requirements for correct temperature. Work shall not be done in unsuitable weather conditions, that will affect the quality of product.
1.2 DEFINITIONS
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or submissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.3 SUBMITTALS
A. Scope: Submittals include design computations, shop drawings, and maintenance manuals.
B. Requirements: Refer to specifications for submittals required. Allow at least 5 working days for review. Submittals shall be delivered to the Contracting Officer Representative.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Bituminous Material: The Contractor shall furnish manufacturer’s certification for each load certifying the bituminous material is of the type, grade, and quality specified.
2. Asphalt Design: The Contractor shall submit in writing a job mix formula to the
Contracting Officer Representative.
3. Shipment of Asphalt Material: The Contactor shall submit in writing time and location of product being shipped.
1.4 QUALITY ASSURANCE
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products shall be coordinated with the Contractors Officer Representative.

B. Storage: Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and hauling.
C. Handling: Load and unload products protecting them from damage.
1.6 PROJECT/SITE CONDITIONS
A. Site must be free of hazards and shall be inspected daily from the Contractors Officer Representative.

B. Government may require access to equipment and supplies throughout project timeline.
1.7.1 USE OF PREMISES
A. Contractor shall have limited use of premises for construction operations as indicated on Drawings by the Construction limits.
B. Schedule operations so that work is conducted during regular office hours which are from 7:00 AM to 6:00 PM. Schedule work in such manner as to avoid delays in overall construction and permit proper installation of work.
C. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of project site beyond areas in which the work is indicated.
