Statement of Need Requisition NFFP7300-21-00248

1.0 Organization

The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources.

2.0 Background

The NWFSC supports the conservation and management of living marine resources and their habitats in the Northeast Pacific Ocean. The Ocean Ecology group within the Fish Ecology division currently operates the Juvenile Salmon and Ocean Ecology Survey (JSOES) hydroacoustic survey. Within the Northwest Fisheries Science Center, acousticians from the Fishery Resource Analysis and Monitoring (FRAM) division’s Acoustics Team (Fisheries Engineering and Acoustic Technologies) currently use acoustic processing and analysis software to accomplish the center’s mission of producing biomass estimates of coastal Pacific hake through the analysis of acoustic data collected at sea during integrated acoustic and trawl surveys. As part of an emerging collaboration with FRAM, we are expanding our acoustics expertise and require an additional license for the Echoview Software or equal. This new license will allow us to partner with the FRAM division to process our juvenile fisheries data and jointly develop indices of abundance for juvenile fish assemblages from historical and future hydroacoustic data.

Furthermore, our collaborative research moves us closer toward the NWFSC goal of building more integrated ecosystem models.

A software license that is equal to Echoview is vitally needed to enable data analysis in conjunction with the FRAM research group, but also to not miss out on needed technical support and software updates when they become available.

3.0 Technical specifications

Item 1: Signal processing Description: Read data and display echograms from supported systems. Detect the bottom and surface, and define other reference lines. Create 3D digital terrain models of the seabed and 3D displays of map data. Perform quality control, conduct analyses on data, and export results for use elsewhere. Support type:

Software that enables the research scientist to perform the signal processing.

Item 2: Advanced features for signal processing Description: The ability of the software to manipulate data by creating new echograms from existing ones using advanced operators and algorithms. Compare frequencies, apply quality controls, classify data, interpret and apply Python source files, and more. Support type: Software features that seamlessly integrate with the signal processing software.

Item 3: Technical assistance and tutorial development Description: Echoview Software or equal should provide superior service as part of every contract agreement and renewal, and work with end users to address issues.

Support type: Reliable live video technical support from trained technicians.

Item 4: Automated communication between scientist’s laptops and processing software.

Description: Automate data processing using a language of our choice (COM interface supplied).

Support: Software should be flexible enough to communicate with different communication ports on NOAA laptops.

4.0 Technical point of contact

TO BE PROVIDED AT THE TIME OF AWARD

These scientists will be applying the software to the hydroacoustic data for juvenile fishes and the will be familiar with software features necessary to perform the analysis.

5.0 Deliverable

The Fish Ecology Division’s Ocean Ecology team needs a single Echoview or equal acoustic processing and analysis license to begin learning how to process hydroacoustic data from our current surveys. This additional license for Echoview or equal will process acoustic that is necessary for our team’s research goals.

Attn: TO BE PROVIDED AT THE TIME OF AWARD Newport Research Station, NOAA 2032 SE Oregon State University Drive Newport

6.0 Place of Performance

Our acousticians collect and analyze acoustic data while out at sea on board the NOAA Ship Bell M. Shimada as they conduct an integrated acoustic and trawl survey of coastal Pacific salmonids. Final analysis of collected acoustic data takes place at NWFSC facilities in Seattle WA and Newport OR.

7.0 Period of Performance

License will cover the time span from January 10, 2021 to

January 9, 2022.
