Independent Requirements Document Western Area Power Administration

1. General

1.1 Scope

This Specification is for a TSE PTV-100-72-SLRC, brand name or equal, puller / tensioner conductor handling equipment. A few accessories are also specified. Proposed equipment must meet or exceed all specifications.

2. Design and Construction The puller / tensioner conductor handling equipment shall be capable of pulling out old conductors, winding old conductors on a reel, unloading the old and tension out the new conductor all with the same machine. Detailed requirements for the unit are listed in the subsequent sections.

2.1 Performance

Continuous line pull rating of 10,000 lbs.; 11,000 lbs. intermittent.

0-4 M.P.H. pulling speed with infinite speed control.

Pulling and tensioning operations must be completely hydraulic controlled.

Pulling and tensioning done with a single 72-

2.2 Reel Capacity

Maximum reel diameter capacity must be at least 96 in.

Maximum reel width capacity must be at least 53 in.

Maximum reel weight capacity must be at least 11,000 lbs. for road travel.

Maximum reel weight capacity at the jobsite must be at least 16,000 lbs with the rear jacks extended.

Reel must be hydraulically self-loading with the control near the reel lift.

2.3 Engine

173 H.P. water-cooled diesel engine (final tier IV) with a 12-volt electric starter, keyed ignition, throttle, ammeter, and oil pressure indicators.

40-gallon fuel tank with level gauge.

Lockable steel battery box.

2.4 Hydraulic Bullwheel Drive

The Bullwheel drive incorporates a spring applied-hydraulic released holding brake rated at 150% of the maximum rated torque. The brake applies automatically in the event of loss of hydraulic pressure or engine shutdown.

Piston type hydraulic motor and gear reducer with final chain and sprocket drive.

Manual holding brake control.

Fully hydrostatic drive system with infinite speed and tension control.

2.5 Hydraulic Reel Drive

The reel drive must incorporate a spring applied-hydraulic released holding brake rated at 150% of the maximum rated torque. The brake must apply automatically in the event of loss of hydraulic pressure or engine shutdown.

Piston type hydraulic motor with final chain and sprocket drive.

Manual holding brake control.

Fully hydrostatic drive system with infinite speed and tension control.

Levelwinding of the reel must be accomplished via the bullwheel swinging and must be able to be controlled either automatically or manually.

2.6 Control Console

The console must be positioned to the left of center of the trailer's tongue for optimum operator visibility and safety. It includes:

o Permanently engraved panel.

o Hydraulic pressure gauge.

o Reel and bullwheel drive direction and speed controllers. Include positive stops between

Pull in and Pay out setting.

o Adjustable line pull/tension controllers.

o Reel and bullwheel holding brake controllers.

o Line pull chart for estimating line pull or tension.

Operator's welded wire protective screen.

Deluxe, padded operator's seat with horizontal and vertical adjustments.

2.7 Trailer and Undercarriage

Tandem axle set with 30,000 lbs. capacity (33,000 GVWR), spring leaf type with electric brakes.

Unit is suitable for both highway and right-away towing.

Two break away safety chains with hooks.

Four tires to accommodate the total capacity needed for the unit.

LED highway lighting with a dual taillight system, one for turn light and one for brake light.

Reflective tape as required by NHTSA.

Reversible pintle with safety chains.

Hydraulic front jack controlled from a position near the jack.

Two hydraulic rear jacks controlled from a position near the jacks.

The unit is sandblasted, primed and painted with two coats of polyurethane finish paint.

2.8 Additional parts

Steel must have rolled flanges for maximum rope protection in and banding old conductor during re-conductoring operations

Pulling Grip SW-17 Swivel

2.9 Warranty

The puller / tensioner shall come with a 1-year limited warranty.

3. Delivery The puller / tensioner shall be delivered to Elverta, California. A detailed address will be provided to the successful bidder. The successful bidder is responsible for the route of delivery and any associated permitting.

Provide two (2) notifications to WAPA personnel prior to delivery. The first notification shall be two (2) weeks prior to delivery and the second notification shall be 48-hours prior to delivery.
