About this file

This document outlines specifications for a design-build project to restore riparian areas along the Morgan Bridge section of the Blackfoot River in Idaho. The scope of work includes bank stabilization, recontouring, fencing removal and installation, trail construction, culvert replacement, and riparian vegetation planting. Contractors will be responsible for surveying, designing, permitting, and implementing the restoration work, which includes developing plans at 30%, 60%, 95%, and 100% stages for government review. Work must be completed between September 1st and April 30th to avoid disturbing migratory birds and is to occur entirely on Bureau of Land Management property as indicated in the maps. The specifications provide requirements for materials, general construction methods, and individual elements of fence construction, removal, culvert replacement and other tasks. Upon selection, the contractor will be expected to meet the terms and conditions outlined in this design-build opportunity.

Where existing soils are sandy and posts are loose and unstable, posts shall be set in concrete. All posts shall be firmly set in place.

D. Driving T Posts: Drive into the ground until the anchor plate is completely below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.

E. Corner panel, End Panel, Stress Panel/H Brace assemblies: Rock jacks/cribs shall not be substituted for these items and shall only be allowed after approval by the Government.

Construct stress panels on crests of hills. Stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs and on both sides of gates.

F. Wire on Standard Fence: Stretch tightly and securely attach to steel posts with standard wire clips. Securely attach wire to steel posts with wire. Wire is properly stretched when it is springy to the touch. The wire shall be free to move through the wire ties as it expands and contracts. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

G. Brace Wire: Double‐loop and twist tight with rebar or steel rod. For steel pipe panels, each wrap shall be looped once around the post.

P a g e 11 | 11
