About this file

This document is a specification for a bird netting installation project for the City of Dallas at Dallas Love Field Airport. The project aims to address ongoing bird infestation issues in the baggage conveyor area by installing a permanent, high-density polyethylene bird netting solution. The netting will cover the entire length of the conveyor area, with specific requirements including black coloration for minimal visibility, mesh size of 3/4", and installation of metal man doors at north and south ends. The project includes permanent anchors, aluminum angle framing, and a yellow ground border to alert personnel. The contract requires a minimum five-year warranty and involves comprehensive installation specifications, including coordination with airport staff and compliance with FAA and TSA regulations.

The vendor will be responsible for providing all materials, equipment, transportation, and obtaining necessary airport identification badges. Insurance requirements include General Liability, Automobile, and Workers Compensation/Employers Liability coverage, with the City of Dallas as the certificate holder. The project scope involves mitigating health and safety risks associated with bird droppings, preventing bird nesting, and maintaining the aesthetic and operational integrity of the baggage conveyor area. The specification emphasizes minimal disruption to airport operations, security camera visibility, and long-term bird deterrence through a comprehensive netting installation approach.

City of Dallas Project Title: Bird Netting – Dallas Love Field

INTENT

The intent of this specification is to establish a service agreement for areas of Dallas Love Field requiring bird netting as a nesting deterrent.

BACKGROUND INFORMATION:

Dallas Love Field Airport has an ongoing issue with birds such as pigeons, grackles, and mourning doves roosting and nesting in the baggage conveyor area where bag operations occur for commercial airlines. There is physical evidence of this because of the constant removal of nests and droppings. Even though it may be a small risk, there are human diseases (histoplasmosis, cryptococcosis, and psittacosis) linked to bird droppings. Along with health hazards, birds also pose hazards to passengers’ personal belongings. To mitigate risks such as these, we are continuously attempting to make the airport as unattractive to wildlife as possible. One of the ways to mitigate bird activity is by removing their shelter. Installing the bird netting would act as a deterrent to prevent birds from roosting and nesting in the baggage conveyor area.

SCOPE OF WORK:

The vendor will install a bird net to prevent pest birds from infesting the baggage conveyor area and provide a minimal amount of aesthetic change to the appearance of the location. The netting would be a permanent solution to this problem by eliminating bird activity and preventing droppings on baggage, conveyor belts, employee recreational areas, etc. The netting should be a heavy-duty, high-density polyethylene netting. It should be black so that it is barely visible and does not obstruct the view of security cameras or other personnel needing to view items behind the net. Once installed, the netting will be nearly invisible, lightweight, flexible, and will require zero maintenance from the Department of Aviation. The net should be resistant to the sun, wind, chemicals, and other weathering. The dimensions of the net itself should be no larger than 3/4", so that even a bird as small as a swallow would not be able to enter. There should also be no gaps visible that would allow a bird of any size to re-enter.

The netting will be installed across the entire length of the conveyor area, from the north end to the south end overhang. Permanent anchors will need to be installed to support the netting. At both the north and south ends, a solid metal man door will be framed for entry. In the central area, a double man-door will be incorporated for access. Aluminum angle framing will be installed at ground level as a border for securing the net, offering both structural support and protection against potential contact from employee traffic, as well as for equipment such as brooms. A yellow-painted strip along the ground border should be applied to clearly alert personnel to the netting’s presence. The netting will be securely attached to the ground, surrounding poles, man-door framework, and the underside of the canopy concrete area using appropriate cables, tensioners, turnbuckles, and hog rings to ensure a stable installation. There should be a minimum of five (5) year warranty included for the netting.
