About this file

This is a Statement of Qualifications (SOQ) Submittal Instructions document for the California Department of Transportation (Caltrans), Division of Environmental Analysis, District 43. Caltrans is soliciting SOQs from qualified firms for an on-call contract to provide Best Management Practices (BMP) Effectiveness evaluation, BMP Development, BMP Evaluation, and Water Quality Monitoring Services. The work will support water quality services throughout Orange, San Diego, and Imperial Counties within Caltrans Districts 11 and 12. The specific work locations will be identified in individual task orders. Questions regarding the RFQ must be submitted no later than seven (7) business days after RFQ advertisement. The contract has an estimated term of three (3) years, with an estimated contract value between $8,021,188 and $13,034,431.

The solicitation requires a 5% participation goal, and respondents are responsible for identifying and coordinating teaming arrangements, as Caltrans does not track which entities have downloaded project documents. The work must comply with all applicable state and federal laws and regulations. Addendum 1 addressing DBE (Disadvantaged Business Enterprise) certification, contract management, and generative AI considerations has been issued and is incorporated into the SOQ requirements. Interested firms should note that digital accessibility updates for the solicitation documents are pending and can be requested through the provided accessibility portal or by contacting the designated phone number.
