About this file

The document describes a single source advertisement for the Florida School for the Deaf and the Blind (FSDB) to procure Phonak and Roger brand hearing aid parts and repair services for fiscal year 2023-2024. The estimated dollar amount not-to-exceed is $19,999.99, with Phonak U.S. as the intended sole source provider. The justification for the single source acquisition is that Phonak is the manufacturer and sole US source for Roger products, which cannot be resold, and Phonak is the only entity equipped and trained to provide ongoing service and maintenance on these products. The advertisement will run from July 25, 2023, to August 15, 2023, and any vendors that believe they can fulfill this procurement should provide information regarding their ability to supply the required commodities or services within this 15-business day period.

The document states that the FSDB believes this is a single source procurement; however, the agency will consider information received from vendors to determine if a competitive procurement should be conducted instead. The advertisement is not a request for quote or solicitation of offers, but rather a statutorily mandated notice of the intended single source contract. Failure to file a protest within the prescribed timeframe will be considered a waiver of proceedings under Chapter 120 of the Florida Statutes.

Performance and/or Design Requirements:

Florida School for the Deaf and the Blind (FSDB) is in need of Phonak and Roger brand hearing aid parts and repair service for FY 2023-2024.

Estimated Dollar Amount Not-to-Exceed: $19,999.99 Intended source:

Phonak U.S.

750 North Commons Drive Aurora, IL 60504

Justification for single source acquisition:

Phonak is the manufacturer and the only US source for Roger products. Phonak sells Roger products directly to educational programs and those products may not be resold. Phonak is the only entity equipped and trained to offer ongoing service to educational customers. Service and maintenance on Roger products must be performed by the national service center in Aurora, Illinois. All work completed by the service center allows the customer to retain the required strict compliance with service guidelines using original Phonak replacement parts. Using a service company other than Phonak will invalidate the products’ warranties.
