About this file

This is a Notice of Intended Decision to Enter into a Single Source Contract (Advertisement SS-26-132) from the Florida School for the Deaf and the Blind (FSDB). FSDB is seeking to renew site licenses from SOI Learning Development for the 2026-2027 school year. The procurement includes license management software, educational or reference software, and teacher resource materials across three commodity codes (43231512, 43232500, and 60101700). The advertisement period runs from April 16, 2026 at 4:00 PM through May 7, 2026 at 4:00 PM, providing a fifteen business day notification window for potential alternative vendors to submit information regarding their capability to fulfill the procurement requirements. This is a non-competitive procurement notice filed pursuant to Florida Statutes 287.057(3), 120.57(3), and Rule 60A-1.045, F.A.C.

The estimated contract value does not exceed $4,500.00. SOI Learning Development Co., located at 5729 Main Street #346 in Springfield, Oregon 97478, is the intended single source provider. The justification for single source procurement is based on SOI Learning Development's assertion that it is the sole source for SOI proprietary materials and that it offers the lowest available pricing for all its products and services. Questions and vendor responses should be directed to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org. The Agency reserves the discretion to conduct a competitive procurement based on responses received during the advertisement period.
