About this file
This is a Request for Quotation (RFQ) issued by Rochester Public Schools (ISD #535) in Minnesota for summer 2026 parking lot sealcoating and restriping services. The District seeks qualified contractors to perform crack sealing, sealcoat application, and parking lot restriping at nine school sites: Gibbs Elementary, Kellogg Middle School, Churchill Elementary, Folwell Elementary, FSC (Facilities Service Center), Phoenix Academy, Willow Creek Middle School, ALC (Alternative Learning Center), and Elton Hills Elementary. Quotes are due May 1, 2026, by 1:00 PM CST via the Bonfire portal, with an anticipated award date of May 1, 2026, and a work window in June 2026 with a completion target of June 30, 2026. Contractors are encouraged to schedule site visits with Steve Uribe, Assistant Manager of Grounds & Trucking, before submitting quotes. The District may award all sites to one contractor or split the award by site, allowing bidders to quote individual sites, all sites, or combinations thereof.
Pricing shall be submitted per site using a line-item format including mobilization (lump sum), crack sealing (linear foot), sealcoat application of two coats (square yard), and striping (lump sum). Contractors must provide proof of insurance, technical data sheets for all products, a proposed schedule, and a signed acknowledgment with their submissions. Contractor qualifications include a minimum of three years in business providing sealcoating and striping services and at least three similar K-12 parking lot projects in Minnesota within the past five years. The District reserves the right to award based on lowest price among qualified bidders, reject any or all quotes, and request references from the apparent low bidder prior to award. Payment will be made per site upon satisfactory completion and District inspection, and the contractor shall warrant all materials and workmanship with defects corrected at the contractor's expense during the warranty period.

Scope of Work The contractor provides all labor, materials, equipment, and supervision. Key expectations are outlined below. Full technical specifications follow in the next section.
Crack Sealing
• Fill cracks ¼" and wider with hot-pour rubberized sealant per manufacturer specs.
• Clean cracks of vegetation and debris before sealing.
• Flag any areas with alligator cracking, base failure, or soft spots — don't repair those without District approval.
Surface Preparation
• Sweep and blow all surfaces clean and dry before sealcoating.
• Treat oil and grease spots with manufacturer-approved primer.
• Keep sealcoat off concrete, curbs, light poles, buildings, and landscaping. Clean any overspray immediately.
Sealcoat Application
• Apply two (2) coats of commercial-grade asphalt emulsion sealcoat suitable for school parking lots. Base bid shall include both coats.
• Apply only when temperature is 50°F+ and rising, no rain in the forecast.
• No traffic on sealed surfaces until fully cured (minimum 24 hours in warm weather).
Striping
• Assume restriping based on existing layout unless otherwise directed by the District.
• Wait at least 24 hours after sealcoat cure before striping.
• ADA stalls, access aisles, and ISA symbols must meet current ADA standards.
• Use traffic-grade paint per manufacturer specifications.
Coordination & Safety
• Schedule all work through Steve Uribe.
• No access to school buildings
• Secure all materials and equipment — these are active school sites even in summer.
• No tobacco or e-cigarette use on District property (MN Statute 144.4165).
• Provide SDS sheets for all chemical products before starting work.

Technical Specifications This section provides detailed product and application standards. If there's a conflict between the general scope above and these specs, these specs govern.
1.0 Equipment & Materials
• Sealcoat shall be commercial-grade asphalt emulsion suitable for school parking lots. SealMaster is the preferred product; equivalent or higher-quality alternatives may be accepted.
• Sealcoat shall be stored in tanks with power-driven mixing/agitation and protected from freezing.
• Crack sealant and striping paint shall meet the sealcoat manufacturer's specifications.
• Contractor provides all tools, equipment, barricades, and applicator systems.
Equipment is subject to District approval before work begins.
2.0 Surface Preparation
• Surfaces must be free of foreign material and dry before application.
• Salt, deicing agents, and hard water deposits may require extra cleaning to ensure proper bonding.
• Extensive patching must cure before sealcoating. No patching beyond crack filling without District approval.
• Oil/grease spots shall be scraped, cleaned, and primed with a manufacturer-approved primer.
3.0 Application
• Apply by mechanical means — squeegees, brooms, distributor bar/wand, or approved combination.
• Material shall be uniform, free-flowing, and free of lumps. Water dilution per manufacturer limits only — reject and remove material that exceeds dilution limits.
• Apply two (2) coats uniformly with no ridges or uncoated areas. Follow manufacturer specifications for coverage rates and cure times between coats.
• Apply only at 50°F+ and rising. Do not apply when rain, freezing, or standing water is present.
4.0 Striping & Cure
• Assume restriping based on existing layout unless otherwise directed by the District.
Rochester Public Schools (ISD #535) Page 5 of 8
• No striping until sealcoat has cured minimum 24 hours.
• No traffic until sealcoat is fully cured (~24 hours in warm weather).
• Include all striping necessary to match existing layout (stalls, ADA, arrows, fire lanes, curb, etc.)
