Services include multiple consultant roles such as inspectors, management planners, project designers, project monitors, and certified industrial hygienists, with specific capabilities required under New York State Department of Public Health regulations and OSHA/EPA compliance standards. Pricing is structured as unit costs across three schedules: Schedule A for asbestos services (including per-diem rates for inspector/management planner and design services ranging from partial to full-day charges, monitoring services, certified industrial hygienist hourly rates, and laboratory analysis fees for bulk and air samples using various methodologies); Schedule B for lead services (including inspection, risk assessment, and design services with daily and hourly rates, plus laboratory analysis fees for paint chips, air, wipes, soil, water, and TCLP waste analysis); and Schedule C for indoor air quality services (with comparable daily and hourly consultant rates plus laboratory analysis fees for air and bulk/dust samples using cultured and non-cultured methodologies). The proposed prices must remain firm for the first contract period with no adjustments allowed; price adjustments in option years are limited to the percentage increase in the applicable CPI Index for the preceding 12 months and require 30 days advance written notice. Offerors should respond to this RFP based on their own knowledge and interpretation of the specifications, industry standards and of current laws and statues currently in place covering Rockland County, State of New York. Proposals should have all clarifications / deviations clearly defined in their response.
