About this file
This is Addendum #1 to RFP #7136-26-ELD issued by Lubbock Power & Light's Purchasing Department on August 28, 2026, clarifying requirements for Electric Utility Structures UAV Imagery Services. The RFP seeks services to review and analyze aerial imagery of LP&L's electric utility infrastructure, with a total anticipated scope covering 58,871 distribution poles and 2,213 transmission poles. The successful offeror will provide imagery review certified by journeyman linemen or qualified quality assurance/quality control personnel, focusing on structures themselves rather than mid-span conductor damage. LP&L will provide radiometric thermal imagery in JPEG format from Skydio X10 UAVs at three to four images per applicable structure, primarily for transmission infrastructure. The utility anticipates processing approximately 11,600 structures annually with variable monthly volumes and expects a 2-3 week turnaround for review, quality control, and reporting. The proposal deadline is September 10, 2026, at 2:00 p.m. CST, submitted via the Bonfire Portal. A non-mandatory pre-proposal meeting was scheduled for August 26, 2026. The RFP covers voltage ratings of 4KV, 7.2KV, 23KV, 69KV, 115KV, and 345KV.
The successful offeror must provide software and web-based portal infrastructure enabling LP&L to remotely upload and access imagery. A signed Non-Disclosure Agreement is required before site maps and location files are shared. LP&L will furnish the detailed defect matrix with classification and severity criteria upon award. Thermal analysis reports are required only when thermal anomalies are identified and must include asset identification, affected components, annotated images, measured and reference temperatures, calculated temperature differential, severity classification, and recommended corrective actions. This represents a new service contract with no incumbent or previous agreements. Inspection results and imagery will ultimately migrate into LP&L's ARC GIS asset management system. All questions and clarifications must be submitted in writing through the Bonfire Vendor Discussion Tab.

The following items take precedence over requirements for the above-named Request for Proposal (RFP). Where any item called for in the RFP documents is supplemented here, the original requirements, not affected by this addendum, shall remain in effect.
1. The Offeror’s are responsible for having all imagery reviewed by certified journeymen linemen or QAQC checks by journeymen linemen. This will not be provided by LP&L journeyman lineman.
2. Looking for splices or damaged conductor mid-span or apart from pictures of the structures themselves is not within the scope of this RFP.
3. Awarded Offeror will have a signed NDA before any site maps or locations files are shared.
4. Offer is to provide software and a way for LP&L to remotely dump images into an online/portal bucket. Web Based preferred.
5. This RFP is for new services; no previous agreements exist.
Questions and answers, please see questions in red.
1. There are 2 places where a proposal format is suggested. Section III has a response format paragraph and then there's another section called 2.RESPONSE FORMAT AND PREPARATION INSTRUCTIONS RESPONSE FORMAT AND PREPARATION INSTRUCTIONS, which one to follow? Please follow SECTION III. PROPOSAL SUBMISSION & RESPONSE FORMAT located on page 25 of the RFP.
2. Can you provide the kV ratings for both distribution and transmission structures? We have 4KV, 7.2KV, 23KV, 69KV, 115KV and 345KV
3. Will LP&L provide radiometric or non-radiometric thermal imagery? radiometric
4. If radiometric, will original files be provided, and is ΔT analysis required? Yes. LP&L will provide the original radiometric JPEG (RJPG) files produced by the Skydio X10. ΔT analysis is required when a suspected thermal anomaly or hot spot is identified. The temperature of the suspected anomaly should be compared with a similar component operating under comparable conditions. ΔT analysis is not required for images where no thermal anomaly is detected.
5. If radiometric imagery is provided does LP&L require a full FLIR report showing deltas? LP&L does not require a proprietary FLIR-branded report. However, the successful offeror must provide a thermal-analysis report for each identified anomaly. The report should include the asset or structure identification, affected component, annotated thermal and corresponding RGB images, measured temperature, reference temperature, calculated ΔT, severity classification, and recommended corrective action.
6. Can LP&L clarify the total structure count and how the stated 75,000 structures are calculated?
The 75,000 includes streetlight poles and those can be disregarded. The quantities will be 58,871 distribution poles and 2,213 transmission poles with 1,136 of them having distribution underbuild on them.
7. Approximately how many structures does LP&L anticipate providing for review each month, and should Offerors expect consistent or variable monthly volumes? We want to capture up to 11,600 structures annually. Some months will have more and some less but the yearly average will be approximately 11,600.
8. What turnaround time does LP&L expect for review, QA/QC, and reporting after imagery is provided? 2-3weeks
9. Does LP&L have an existing GIS or asset management system that the inspection results and imagery will ultimately be migrated into? If so, what system is being used? ARC GIS
10. Can we get a Defect matrix chart? The proposal includes the required defect-ranking structure. The anticipated defect categories are generally consistent with standard industry practices. LP&L will provide the awarded offeror with the final detailed defect matrix, including classification and severity criteria, upon award.
11. How many RGB & Thermal images will LP&L provide per structure? LP&L anticipates providing approximately three to four thermal images per applicable structure. These images will focus on potential common area hot spots, including connectors, jumpers, and similar components. Thermal imagery will primarily be collected on transmission structures.
Thank You,
