About this file

This is Addendum #1 to RFP 26-11 issued by the Newton County Board of Commissioners for the design and installation of playground equipment at Trailblazer Park in Georgia. The project involves designing and installing a new composite play structure within a 42' x 32' area, including removal of existing equipment, site grading, equipment footings, certified mulch, two trashcans, and two benches. Proposers may submit a maximum of two design proposals and must attend a mandatory bidders' conference on January 27, 2026, at 10:00 AM in Covington, Georgia to maintain bid eligibility. The proposal submission deadline is February 12, 2026, at 9:00 AM through the Bonfire electronic portal. The Addendum clarifies that the county is requesting pricing for both poured-in-place and wood mulch surfacing options, with poured-in-place being the preferred choice if budget allows. The addendum also confirms that the park is open for equipment inspection prior to the meeting and that no specific color or design requirements exist for equipment selection.

The project has a maximum budget of $150,000, with contractors required to itemize equipment and labor costs separately. All proposal costs must include delivery, technical installation instructions, maintenance manuals, permits, and certifications, with Newton County waiving local permit fees. The contract term is 90 calendar days, with a daily penalty of $100 for schedule overruns. A 10 percent bid bond based on the base proposal price must be submitted, and the successful contractor must provide payment and performance bonds at 100 percent of the contract amount from a Georgia-licensed surety company. Contractors must maintain comprehensive insurance coverage, including general liability, commercial automobile liability, and workers' compensation, each with minimum $1,000,000 limits. Evaluation criteria include ADA, ASTM, IPEMA, and CPSC compliance, design quality, play value, equipment durability, manufacturer reputation, and overall proposal quality. The county reserves the right to reject any or all proposals without cause.
