About this file

Addendum No. 1 for Request for Proposals (RFP) 25/26-01 was issued by the Alameda County Water District (ACWD) for As Needed Well Rehabilitation Services. The addendum provides clarifications and responses to potential bidders' questions regarding the solicitation, including details on insurance requirements, pollution prevention, and waste disposal responsibilities. The document indicates this is a maintenance contract for well rehabilitation services, with specific guidelines for environmental protection and site management.

The addendum addresses three key questions: first, pollution insurance requirements have been reduced from $5M to $1M/2M for maintenance projects; second, contractors must use secondary containment for temporary water storage tanks to prevent environmental contamination; and third, the disposal of collected solids is the sole responsibility of the contractor and must comply with all applicable laws and regulations. Bidders are required to return a signed acknowledgment of this addendum with their proposal, ensuring they have reviewed and understood the updated specifications and requirements.

Solicitation No.: RFP 25/26-01 Addendum No. 1 Title: As Needed Well Rehabilitation Services Page 2 of 3

The purpose of this Addendum No. 1 is to amend the Solicitation Documents as specified below.

1. Questions and Requests for Clarification

# QUESTION RESPONSE

1.

Pollution requirements on insurance policy.

Past insurance requirements had a 5M pollution requirement, has that changed or will it be the same for this project?

The 5M requirement is for construction projects.

Since this is maintenance, it will be our standard requirement of 1M/2M. Please see Appendix B, Sample Agreement for Services.

2.

Will secondary containment berms be required to be placed underneath temporary water storage tanks while on site?

Per the Solicitation Documents under the SPILL PREVENTION AND CONTROL section, “The Contractor shall take any and all precautions to prevent accidental spills…”

This includes securely storing all materials and chemicals that have the potential to spill and pollute the environment by keeping them in a contained area or in a sealed, waterproof container. Therefore, when temporary storage tanks are open or in use, secondary containment would be included.

3.

Does ACWD have preferred disposal facility for the collected solids to be transported to in the area? Or what facility has excepted these solids generated from previous projects?

No. Per the Solicitation Documents, “Disposal of the collected solids is the responsibility of the Contractor and shall be done in accordance with all applicable laws and regulations.”
