About this file

This is a Request for Information (RFI) issued by Inland Empire Health Plan (IEHP), a California-based not-for-profit health plan serving over 1.5 million members across San Bernardino and Riverside counties. IEHP is seeking information from qualified vendors regarding clinical connectivity solutions and hospital relations software platforms capable of supporting care coordination, post-acute care management, home- and community-based services, value-based care workflows, and data interoperability. The RFI was issued on April 23, 2026, with responses due by May 20, 2026, at 2:00 PM PT. Submissions must be made through the EUNA Procurement website at www.iehp.bonfirehub.com, and late submissions will not be accepted. This is non-binding market research intended to inform potential future RFP development, and no scoring or ranking will occur at this stage.

Vendors must submit a letter of interest, completed questionnaire (Q-56JR), required certifications (non-debarment, California Secretary of State registration for corporations, and FTB good standing), and a demo video or presentation deck. The scope of requested information encompasses seven key areas: care coordination and case management tools; post-acute and home-based care solutions; interoperability and data connectivity using national standards (FHIR, HL7, ADT feeds, APIs); analytics and reporting capabilities; HIPAA compliance and security measures; implementation and support services; and scalability with cloud architecture deployment options. IEHP encourages participation from small businesses, minority-owned, and disadvantaged vendors. The primary contact is Troy Girard, Procurement Specialist, at troy.girard@iehp.org. Vendor responses are subject to disclosure under the California Public Records Act, and all vendors must certify the absence of conflicts of interest with IEHP staff or governing board members.
