About this file
This Request for Information (RFI) document issued by Inland Empire Health Plan (IEHP), a California-based not-for-profit health plan serving over 1.5 million members across San Bernardino and Riverside counties, seeks to gather market intelligence on hospital referral management software platforms. The RFI, issued March 6, 2026, with responses due April 9, 2026 at 2:00 PM PT, is non-binding and intended for future RFP planning purposes. IEHP is seeking a software solution that streamlines patient transitions across the care continuum, including discharge planning, post-acute care placement, and coordination with community-based providers. The platform must support provider network management for post-acute care facilities (SNFs, HHAs, IRFs, LTACHs), automated referral workflows, patient engagement through secure communication tools, real-time data analytics and reporting, and seamless integration with existing EHR systems (Epic, Cerner) via HL7/FHIR standards. The scope initially focuses on authorizations impacting, related to, or originating from inpatient hospital settings.
Vendors must submit responses through the IEHP Bonfire procurement portal and include a letter of interest, completed questionnaire (Q-05LX), required certifications (non-debarment, California Secretary of State registration, and FTB good standing), and a demo video or presentation deck. The solution must meet strict compliance requirements including HIPAA adherence, SOC 2 or HITRUST certification, and maintain minimum 99.9% system uptime with referral transmission completed within two minutes. Vendors are required to address detailed technical questions regarding platform architecture, data security and privacy measures, performance and reliability metrics, reporting and analytics capabilities, implementation timelines, support structures, scalability, and cost transparency including pricing models and anticipated implementation costs. IEHP encourages participation from small businesses, minority-owned, and disadvantaged vendors. Responses will inform potential future RFP development, with no scoring or ranking occurring at this stage. Submissions are subject to disclosure under the California Public Records Act, and vendors must certify no conflicts of interest with IEHP staff or governing board members.
