Any or all bids may be rejected if the County believes that collusion exists among the offerors. Bids in which the prices are obviously unbalanced may be rejected. The Potter County Purchasing Department reserves the right to contact any offeror, at any time, to clarify, verify or request information with regard to any bid. If the Bid Document is incomplete or otherwise fails to conform to the requirements of the RFB, County alone will determine whether the variance is so significant as to render the Bid non-responsive, or whether the variance may be cured by the Bidder or waived by the County, such that the Bid may be considered for award.
