About this file
This document is a Required Submittals checklist and supporting exhibits for RFP #3904 issued by the Eastern Municipal Water District (EMWD) in California for automated gate repair services. EMWD seeks qualified contractors to provide as-needed repair and maintenance services for the district's automated gate infrastructure to ensure operational integrity and facility security. The RFP requires proposers to submit eleven required documents including a price form, business information, references, subcontractor lists, qualifications, process descriptions, insurance affidavits, and compliance certifications. The solicitation is structured to allow EMWD to shortlist qualified proposers for individual interviews to determine the best contractor based on technical merit and overall value, though specific response and award dates are not provided in this submittal document.
The price structure allows contractors to select between two billing methodologies: Option A (Minimum Call-Out with inclusive first-hour labor, marked as preferred) or Option B (Trip Charge plus separate hourly billing). Labor rates must be provided for regular prevailing wage, overtime prevailing wage, and Sunday/holiday pay. Service call fees are required for next-day service, emergency service, and Sunday/holiday work. Parts are marked up on actual wholesale cost with separate percentages for standard materials and major equipment over $2,500, with all overhead and handling costs inclusive in the markup percentage. Proposers must submit three sample invoices demonstrating billing methodology for specific job scenarios: a minor repair with next-day service (vehicle sensing loop failure at $185 parts cost), a moderate repair with 10-day lead time (DoorKing 9150 operator at $4,100), and a major emergency repair (cantilever gate damage at $950 parts cost). All pricing must be all-inclusive and final, accounting for labor, materials, equipment, transportation, overhead, profit, insurance, taxes, permits, and travel. Contractors must demonstrate California State Contractor's License, valid business registration, three business references with five or more years of experience, and compliance with CAL/OSHA requirements, CARB off-road diesel regulations, and on-road vehicle emissions standards.
