About this file
This is a Single Source Provider Notice filed by the Florida School for the Deaf and the Blind (FSDB) pursuant to Florida Statutes 287.057(3), 120.57(3), and Rule 60A-1.045, F.A.C. The notice indicates FSDB's intention to enter into a single source contract with HEC Software, Inc., dba Reading Horizons for the procurement of proprietary software for fiscal year 2026-2027. The acquisition pertains to Reading Horizons suite of products, specifically Reading Horizons Discover and Elevate software. No specific response deadlines, due dates, site visits, bidders' meetings, or award dates are referenced in the notice.
The estimated contract value is not-to-exceed $6,000.00. The intended single source provider is HEC Software, Inc., dba Reading Horizons, located at 1194 Flint Meadows Drive, Kaysville, Utah 84037. FSDB justifies this single source acquisition based on the fact that HEC Software, Inc. is the sole author, publisher, copyright holder, and exclusive distributor of the Reading Horizons Discover and Elevate software products, with no alternative sources available for these proprietary applications. This notice is posted to allow the public an opportunity to object to the single source determination prior to contract execution.
