Pennsylvania prevailing wage rates apply to all work. Progress payments will be made monthly at 95 percent of work completed with 5 percent retainage until the work reaches 50 percent completion, after which no additional retainage is withheld if work quality is satisfactory. Upon substantial completion, the contractor receives payment to 100 percent of work completed less holdback for incomplete items. Final payment of remaining contract balance bears interest at 6 percent per annum from the due date. Liquidated damages are assessed at $1,000 per day for delay beyond the 120-day substantial completion deadline and $500 per day for delay beyond the 150-day final completion deadline.
