About this file

This is a Bill of Materials (BOM) document specifying the components and services required for a replacement Varian EDGE TrueBeam linear accelerator system for the National Institute of Allergy and Infectious Diseases (NIAID) at the National Institutes of Health in Bethesda, Maryland. The procurement is being conducted under RFQ-PCA-NCI-04248 using Simplified Acquisition Procedures (FAR Part 13) for commercial items, with full and open competition on a brand name basis.

The BOM encompasses 71 line items organized into six major categories: (1) the EDGE TrueBeam base system and core components including the HD120 MLC, various energy level beam modules (6-22 MeV), imaging systems, treatment delivery options (RapidArc, HyperArc), and motion management capabilities; (2) removal and disposal of existing equipment; (3) trade-in discount; (4) TPS Eclipse planning system licenses including HyperArc and RapidArc Dynamic planning modules with associated training and implementation support; (5) Advanced Oncology Solutions (AOS) implementation services for RapidArc Dynamic, HyperSight, and HyperArc; and (6) a TrueBeam Upgrade component. The replacement system must match the capabilities and configurations of the existing TrueBeam currently in operation, with the NAICS code 334516 (analytical laboratory instrument manufacturing). Delivery is specified as FOB Destination to 10 Center Drive, Bethesda, Maryland 20892, and the award is anticipated to be a firm-fixed-price purchase order for a commercial product with no known cost constraints.

The objective of this acquisition is to is to obtain a replacement linear accelerator. It must be capable of everything the TrueBeam has, including energy levels, able to be closely integrated with Aria (the radiation treatment planning software in use at the ROB), ability for remote diagnostics such SmartConnect Plus and Varian Data Analytics (ViDA), imaging, etc. The current TrueBeam is close to 12 years in age. Linear accelerators should be replaced periodically, typically every 7 – 10 years. This is principally due to age of some of the major subsystems in the accelerator. Components such as the klystron, the waveguide, and the imagers are at risk of age-related failure. These are expensive to replace, collectively likely more expensive than a new TrueBeam. Additionally, like all equipment, it is limited in its upgrade capability, and so could not take advantage of newer technologies as they are developed.
