About this file

This is a Single Source Advertisement for the Florida School for the Deaf and the Blind (FSDB), a state educational institution in Florida, regarding the procurement of proprietary Florida Connections Reading Curriculum materials. The advertisement period runs from March 13, 2026, at 4:00 PM through April 3, 2026, at 4:00 PM, with a fifteen business day advertising window as mandated by Florida statute. FSDB requires the curriculum materials for implementation during fiscal year 2026-2027 in accordance with Florida Department of Education guidelines for curriculum adoption at state schools. The procurement is designated as non-competitive, and potential vendors who believe they can fulfill the requirements are invited to provide information regarding their ability to supply the specified commodities during the advertising period. Questions should be directed to the Purchasing Analyst or Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org.

The estimated not-to-exceed dollar amount for this procurement is $50,000.00. Perfection Learning Corporation, located at 2680 Berkshire Parkway, Suite 100, Clive, Iowa 50325, is identified as the intended sole source provider based on their status as the sole source, origin, and copyright owner of the Connections Reading program. The justification for single source acquisition is that there is no other publisher or provider of these curriculum materials. The commodities fall under educational or vocational textbooks, language arts resource materials, and reading resource books. Failure to file a protest within the prescribed timeframe or failure to file required bonds or security shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
