The project is subject to the Davis-Bacon Act, requiring contractors and subcontractors to pay prevailing wages and fringe benefits per U.S. Department of Labor wage determinations. All materials are provided by the PEPB; the contractor is responsible for all labor, equipment, and associated costs including mobilization, demobilization, permits, engineering approvals, and documentation. Rock excavation encountered during work is excluded from the contract price and billed separately as additional costs. The evaluation criteria allocate 30 points for contractor experience and past performance, 30 points for proposal and work plan, 30 points for cost (calculated using a scoring formula), and 10 points for references, totaling 100 points. Required submissions include a qualification package, references, subcontractor list, basis of pricing, and multiple certifications addressing Davis-Bacon compliance, non-collusion, lobbying, affirmative steps for small businesses, debarment status, conflict of interest, and drug-free workplace requirements.
